SIPS, a
Canadian-supported development assistance project working in the area of good
local governance and improved, transparent public services in ten local
governments in Sulawesi, is currently seeking to recruit two Deputy Project Liaison Officers (DPLOs) for a two-year term to be based in Sulawesi
Utara (Tahuna, Kabupaten Sangihe) and Sulawesi
Selatan (Makale, Kabupaten Tana Toraja).
Terms of Reference for these positions
are as follows:
DEPUTY PROJECT LIAISON OFFICER (DPLO),
South/North SULAWESI
Under the
direction of the SIPS Project Officer based in Makassar (for Tana Toraja) or
Manado (for Tahuna), the Deputy Project Liaison Officers (DPLOs) will play a
pivotal role in ensuring that SIPS realizes its objectives in the project’s less
easily accessible and more challenging participating sub-national governments,
i.e. Kabupaten Tana Toraja (Sulsel) and Kabupaten Sangihe (Sulut). Based in the two districts, the DPLOs will provide
technical and logistical support to SIPS locally-based Implementation Task
Forces (ITFs), service-specific Working Groups (WG) and the SIPS Secretariat as
well as to the SIPS’ core team and visiting short-term consultants to advance the
project’s main technical support and capacity-building activities and help
ensure that momentum is sustained.
Key responsibilities of DPLOs will
include:
· Supporting
and monitoring training and capacity development activities in the project’s
most challenging districts;
· Liaising
with elected officials, SKPDs/Dinas, civil society and other donor projects to
ensure project activities continue to progress and project constraints are
addressed by the SIPS team;
· Providing
administrative and logistical support for SIPS activities, team members and
technical advisors;
· Supporting
implementation of Gender Equality and Environmental Management strategies;
· Documenting
good practices and lessons learned with respect to OSS, PAS and procurement
reforms;
· Identifying
and acting upon opportunities for synergies with other similar donor projects
in the area, e.g. CIDA’s BASICS project;
· Preparing
and submitting brief monthly progress reports;
· Preparing
and submitting monthly expense claims and expense forecasts.
Minimum Qualifications:
· University
Degree in social justice, public administration, local governance reform, anti-corruption
or related field;
· Minimum
5 years’ work experience in anti-corruption initiatives, local governance
reform and improved service provision, particularly in the areas of Population
Administration Services, OSS and procurement;
· Previous
experience working with bilateral or multilateral donors in a similar capacity
· Experience
in identifying project implementation issues and recommending solutions;
· Experience
in building relationships at the sub-national level (Propinsi, Kota, Kabupaten)
with senior government officials and civil society groups;
· Sound
understanding of the role of civil society in promoting government transparency
and accountability;
· Excellent
Indonesian communication (speaking and writing) and presentation skills
· Strong
English oral, written and reading skills preferred
· Experience
working in Sulawesi and understanding of Sulawesi culture and politics would be
an asset
