Terms of Reference

Background

Papua Enterprise Development Program (PEDP) is one of the Oxfam Global
initiatives to improve community economic and social development. This
program funded by New Zealand Government (NZAID) through Oxfam GB
affiliation ONZ. This program will be implemented in several areas in
Papua; Nabire, Paniai, Jayawijaya and Jayapura.

In the implementation phase of this program, Oxfam has been supported by local partners. Specifically for Paniai, Komisi PSE support local community in 8 parishes in surrounding areas to run community enterprise. This partner works with local farmers to establish sustainable community enterprise in form of small kiosks. The small kiosk operate by individual (family) and by groups of family. The small kiosks help local people to get an easy access to their daily needs, rather than finding it outside of their village.
This consultancy emphasizing in supporting OXFAM partners to develop and design partners' business plan which is a roadmap for business success and sustainable business.

Objective

This consultation can be held by an organization or individual consultant firm/ independent firm which are competent and experienced in supporting Komisi PSE with technical and ideas supports. The objectives of this consultancy are to support Komisi PSE especially in:
1. Support Komisi PSE in developing their business plan
2. Support Komisi PSE in setting up their marketing strategies and market plan
3. Support Komisi PSE in strengthening their links to kiosk operators both individual and groups.
4. Support Komisi PSE in setting up their operation plan and SOP regarding the business and marketing plan
5. Support partners in finding another potential business activities to support enterprise
6. Setting up Partners' Staffs capacity building and training plans

Expected Result
5. Document consist of business plan, marketing plan and operating plan
6. Document consist of SOP for partners regarding the business plan
7. Strategic plan on linking the works of partners in developing community enterprise with farmers
Training and capacity building plans for partners and farmers to improve their technical and management skills in business enterprise
