SED-TVET is a joint effort of German Development Cooperation and Ministry of Education and Culture, Ministry of Manpower & Transmigration, BAPPENAS and Ministry of Industry. It aims at improving the employability of manpower in selected regions of Indonesia.Within Component 2 Provision and Use of Local Labor Market Information and services emphasis is put on decentral management and use of local labor Market Information. The component shall support improved use of Local LMI for quality management of TVET institutions, introduction of career counseling/vocational guidance services and improved concepts for school-to-work transition in selected program provices (Central Java, South Sulawesi, West Java, DI Yogyakarta and East Kalimantan).
In this context, we are looking to fill the position for a national advisor for component 2 - local labor market information and services. The advisor is responsible for:▪ Supporting the Head of Component 2 in achieving the component’s objectives and indicators. Within this corridor the advisor is responsible for managing his/her own area of responsibility in close coordination with the Head of Component 2;▪ Providing professional advice and to cooperate with stakeholders in the Ministry of Education and Culture, the Ministry of Manpower and Transmigration, the Ministry of Industry, BAPPENAS, as well as the government of subnational level responsible for these matters on district level, with school ad training centre management and instructors, with Private Sector representatives and other institutions related to (decentralised) labour market information and labour market services (career guidance, vocational orientation, placement services etc)▪ Support to innovation and knowledge management as well as transmission of innovation to a wide range of audience
Tasks
1. Carrying out Component 2 activities, e.g. Vocational Education Committee, Local Labor Market Forecasting and other relevant activities (subject to discussion with the responsible person for Component 2), e.g.:▪ Conceptualize, prepare and implement workshops, seminars and other events on subjects that are related to the program’s field of activities▪ Conduct field visits to the regions in accordance with the requirements of the component and in close coordination with the responsible person for Component 2 as well as relevant counterparts;▪ Monitor the development and implementation of component plans and activities in close consultation with the responsible person for Component 2.
2. Networking and cooperation, e.g.:▪ Supportcooperation, regular contact and dialogue with partners, relevant institutions, and other stakeholders relevant for the component to improve and maintain good working relationships;
3. Research and Knowledge Management▪ In consultation with the responsible person for Component 2 prepare and carry out research projects (e.g. developing survey instruments, field trials, training field staff, organisational preparation in the field, collecting and analysing data)▪ Compile information about local labor market information, vocational counseling, career guidance, placement services and ensures knowledge transfer to other components of SED-TVET;▪ Prepare presentation materials about component 2 and LMI issues in general
Required qualifications:▪ Required: University/Masters Degree.▪ Specialization or further training in one of the following: labour market economics and policies, counselling, HRD, Lifelong Learning▪ At least 3 years’ professional experience in a similar position;▪ Working experience in other organizations (e.g. international organizations, consultancies, bilateral agencies, NGOs, research) and/or companies.
Duration: 01.01.2013 – 31.12.2013, with possibility of extension
