Biogas Technical Officer for Yayasan Rumah Energi

Background

Yayasan Rumah Energi (YRE) has entered into an
agreement with Hivos to assist in the implementation of the Indonesia Domestic
Biogas Programme, also known as BIRU Programme, which will continue until 31
December 2013.  The BIRU Programme aims
at the development of the Indonesia
domestic biogas sector and build at least 10,000 biodigesters before the end of
the programme. Under IDBP YRE is expected to produce 3,545 biodigesters during
2013, providing access to biogas for 17,725 people.


The overall objective of the
Indonesia Domestic Biogas Programme is to disseminate domestic bio-digesters as
a local and sustainable energy source through the development of a commercial,
market oriented sector in selected provinces.

For this project, Yayasan Rumah Energi is looking for a dynamic Indonesians
national to fill the followingposition:

Responsibilities & tasks

Biogas Technical
Officer (BTO) will be tasked with the main responsibility for quality
management (control) of biogas plants, technical training to the staff of
partner organizations, implementation of research activities, and
standardization of biogas appliances. A Biogas Technical Officer (BTO) works
under the close guidance of the Programme Manager and may seek advice from the
SNV Senior Biogas Advisor as needed.
              
The main
responsibilities of the BTO are:
1.          Overall management of
the quality control system for biogas plants.
2.          Preparation of quality
standards, quality manuals and procedures.
3.          Visit biogas plants
(minimum 25% of total time) to check the quality of plants and supervise the
activities of Quality Inspectors in the provinces.
4.          Follow-up project
activities and provide feedback to Programme Manager and the SNV Senior
Adviser.
5.          Take necessary steps
in relation to quality control of the biogas plants including addressing
problems observed or reported during the construction or after completion of
biogas plants.
6.          Enforce safety and
security regulations regarding biogas construction, operation and maintenance
for the users.
7.          Organize regular
quality control review meetings and provide instruction/feedback to Quality
Inspectors, Construction Partner Organizations.
8.          Participate in and
arrange technical training for masons, supervisors and the users of biogas
plants.
9.          Coordinate technical
research and standardization of biogas plant and appliances.
10.      Prepare quality control reports and provide advices
to plant constructors on improvements.
11.      Perform other biogas-related activities as assigned
by Programme Manager and/or YRE.

Requirements
§         Bachelor (S-1) in Civil Engineering
§         Minimum 5 years of work experience, preferably in
similar industry
§         Minimum 3 years of experience in quality control
of civil construction, preferably in biogas or renewable energy technology
§         Active English (verbal and written)
§         Knowledge on domestic biogas will be an advantage
§         Proven construction management skills
§         Strong technical and coordination skills
§         Computer skills including AutoCAD, Word, Excel,
Power Point
§         Training, presentation and reporting skills
