Vacancy as Copywriter in GIZ Project DATACLIM

* Background
The project Data and Information Management on Adaptation to Climate Change is a joint project by the Meteorological, Climatological and Geophysical Agency (BMKG) of Indonesia and GIZ (Gesellschaft fuer Internationale Zusammenarbeit). The Indonesian contribution of the project is funded by the Indonesian Government represented by BMKG.
The German contribution is funded by the German Federal Ministry of the Environment, Nature Conservation and Nuclear Safety (BMU) and implemented by GIZ.
Accurate and reliable climate data and climate information are essential to plan and manage the impact of climate change. They serve as a basis for regional and local climate models and form the basis for the development of national adaptation strategies as well as vulnerability studies. Meteorological and climatological data are collected by the weather service but they are until now mainly used for the regular short term weather forecast. Climatological analysis is a rather new task of the BMKG. Currently only a few climate information products exists until know.
In November 2011 BAPPENAS started to produce the national Adaptation Action Plan (RAN-API) which will be finalized in November 2012 and presented at the COP in Qatar. The RAN –API will be implemented form 2013 to 2014 and mainstream adaptation to climate change in any major Indonesian government planning. In particular it will force that from 2015 on any sectorial Mid Term Development Plan contain explicitly information on adaptation to climate change. BMKG is nominated as the main climate data and information provider. The CCIS will serve as the central climate information hub for the line ministries, province and city governments.

*Tasks
Scope of work
The consultant shall develop a communication strategy to internal and external stakeholders of the of the DATACLIM project including setup and maintenance of the Dataclim Website. She/he shall provide the required text modules and organise the dissemination through different channels and media.

Task
a) The consultant shall setup and maintain the content for the project web side and suggest links to popular other internet media in Indonesia (e.g. Facebook, Twitter)
b) The consultant shall develop a communication strategy for the DATACLIM Project targeting at:
a. Internal Stakeholder within BMKG (headquarter and branches)
b. External Stakeholders: General Public, Stakeholders involved in the Adaptation Action Plan (RAN-API) development, international donors and further potential stakeholders in the climate change field.
c. The consultant shall implement and maintain the communication strategy jointly with the DATACLIM project
c) The consultant shall compile texts from provided sources with evidence-based information, to edit and proofread and re-write texts.

*Professional Experience
a) It is highly preferred for the candidate to have previous experiences with the public press
b) Master degree in English/Indonesian Literature, Journalism or other relevant field
c) Competent in Bahasa and English writing

*Deliverables
Ref a)
- Initial media content (text, and multimedia content – if required) for the DATACLIM website based on provided information and text and on the consultants own investigations.
- maintain and update the web site on a monthly basis
- provide news, info letters, newsfeeds for further digital and analogue media on request bases on information supplied by the DATACLIM project
Ref b)
- Report communication strategy for the DATACLIM project
- PR and Info documents for the particular stakeholders
- Assistance in the dissemination of those documents
Ref c)
- Edited texts based on provided raw versions

2. Bi-weekly report including timesheets

*Timescope

Up to 60 (sixty) working days until the Oct 2013 (may be extended until Feb 2014), on if and needed basis upon the request.
The deadline should be agreed per each request.
