JOB DESCRIPTION

The Senior Grants Manager is responsible for (Sub)grant activities in the region; which includes project start-up, grant implementation and close out. The day to day activity for this position encompass all aspects of grants management and is the primary point of contact for projects in RTI’s Regional Office in Indonesia on grants related issues to ensure International Projects (Sub)Grants portfolio in the region is being administered in accordance with all applicable rules/regulations/policies for assistance agreements. Provide feedback and recommendations regarding changes and improvements to RTI Grants Management Policies and Procedures as a valuable extended member of the Home Office Grants Management Unit.  This position will have a dual reporting relationship both to the Regional Office Director and to the Manager, Home Office Grants Management Unit.

ESSENTIAL JOB RESPONSIBILITIES
* Recruit, hire and provide oversight to Project based Grants Management Staff by partnering with the business unit project teams (COP/HOTM/PAS/M) and Human Resources

* Participate in the performance management of Project Grants Management Staff within the Region
* Effectively interpret, train and communicate RTI Grants Management Policies and Procedures to project and Regional Office staff
* Develop capacity building and/or monitoring plans for high profile subgrantees. This may include pre award assessments or post award technical assistance for development of systems, policies or tools within the subgrantees’ operational structure to satisfy the organizational capacity building plan. Upon completion of the pre award assessment, develop a risk mitigation plan to close the gaps of operational systems.
* Monitor compliance of all assigned projects in the region and specific project grant files for compliance with RTI and USG/USAID and other International Donor requirements. This is to include an annual monitoring and compliance plan for RTI’s regional grants portfolio.
* Conduct periodic reviews of subgrantees and project staff in meeting RTI Grants Management Policies and Procedures
* Draft, review, approve and sign grant agreements for those above the project signature authority
* Provide support to the projects and assistance with resolution for the following:
* Quality Control or compliance issues Internal Audit findings & observations All External and Statutory Audit Activity within the Region

* Assist in project start up and shut down activities

* Ensure effective communication between grants management staff in the region and facilitate identification and replication (where and if possible) best practicesDevelop effective working relationships with the following key stakeholders:
* Chief of Party (COP) - ensuring that they receive the necessary service & support levels from the grants management staff
* Project Admin Specialists/Managers (PAS/M) - ensuring the grants program is within the client approved budget
* Home Office Procurement, Subcontracts, Consultants & Grants teams Regional Office staff

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED
* Master’s Degree (or equivalent combination of years of experience and education) 9 years of relevant work experience (or 12 years with progressively senior experience)

* Previous work experience with low capacity grantees, developing monitoring plans and strategies for increasing the capacity of subrecipients to meet RTI and International donor requirements

* Demonstrated knowledge of USG assistance related regulations including CFR, OMB Circulars, Federal Acquisition Regulations, with particular familiarity with USAID requirements, as well as other International donors such as DFID and AUSAID

* Demonstrated experience leading, managing and supporting a team of grants and/or finance professionals

* Excellent written and spoken communication skills in English, including the ability to communicate effectively in a multi-cultural environment and diplomatically manage collegial relationships

* Must be detail oriented and highly organized. Able to support and respond to the needs of the field office finance teams as quickly as possible to enable consistent project service delivery

* Ability to read and speak local language is highly preferred Must work well under pressure in a fast-paced, dynamic environment

* Must exhibit a flexible work attitude: the ability to work productively in a team environment and a matrix organization which requires , as well as independently, and the ability to meet unexpected demands

* Must possess strong computer skills: ability to work with Microsoft Office product suite, and e-mail/internet software applications Must have the ability and willingness to travel outside country of residence, up to 25%
