& Evaluation Team Leader



Social Impact (SI) is a global social
enterprise dedicated to helping international agencies, civil society and
governments become more effective agents of positive social and economic

was founded in 1996 to respond to a growing global desire and pressure to make
international development more effective in improving people's lives. SI's
clients include public and private aid agencies, civil society organizations
and governments at various levels.
SI provides a full range of innovative
management consulting, technical assistance and training services to strengthen
international development programs, organizations and personnel. SI works
across sectors to reduce poverty; improve health, education and the lives of women
and children; promote peace and democratic governance; strengthen civil
society; foster economic growth; and protect the environment.
Objective:
The Monitoring
& Evaluation Team Leader will support a USAID democracy and governance support
activity in Indonesia. The project aims to contribute to good governance in
Indonesia by strengthening integrity and accountability in government, and
improving the delivery of public services by local governments in the areas of
health, education, and enabling environments for business. Specifically the
M&E Team Leader will be tasked with ensuring that the SI Kinerja monitoring
and impact evaluation team implements their duties in accordance with the Work
Plan, Performance Management Plan and within budget. This individual will be
supported by SI headquarters on all technical, administrative and managerial
issues.

Responsibilities for the Monitoring and Evaluation Team
Leader:
·         Serve as primary point of contact
between the Jakarta Field Office and SI HQ in Arlington, VA, including
collaboration on technical issues and project management concerns;
·         Lead and manage the Field Office
staff and support their daily efforts as needed. This includes helping to
ensure the staff are adequately trained in client and SI procedures and that
all client and SI policies and procedures are followed to the best of the
staff’s ability. Specifically, the team leader will be responsible for the
following:
o   Management
of team, primarily supervision of team member’s work and ensuring data quality.
The team leader will hold other team members accountable to producing inputs.
o   Financial
oversight of field costs, primarily managing the budget and ensuring that all
expenses are approved by, compliant with, and reported to SI and client.
o   Ensuring that all project tasks are
completed and the objectives of the project are successfully met.
o   Ensuring
that all the team produces high quality deliverables that are submitted to SI
HQ in a timely manner.
·         Oversee the implementation of the
Performance Monitoring Plan (PMP), including collecting and verifying all data
related to performance monitoring
·         Indicator
selection and facilitation of target setting related to health, education, Business
Enabling Environment (BEE), media and governance sectors
·         Survey
design related to health, education, BEE, media and governance sectors
·         Coach
KINERJA staff and relevant partners on PMP implementation and associated data
collection and reporting
·         Train
implementing partners on their role in M&E (tracking and reporting of
relevant indicators) and perform quality control oversight
·         Exercise quality control on surveys
and other data collection efforts
·         Supervise the preparation and
finalization of all quarterly reports, annual reports and other evaluation
reports submitted to client and/or USAID, including ultimate authority over
technical quality and completeness of deliverables
·         Work with the M&E Team members to
coordinate with project staff and partners on all M&E-related issues
·         Manage the day to day operations of the
M&E Team, including the administration of the approval of timesheets,
official expenses, etc.
·         Serve as main point of contact
between M&E Team and client Senior Management

Qualifications
·         Demonstrated management experience
(minimum of five years preferred), must have excellent communication,  interpersonal, and leadership skills;
·         Proven ability to negotiate and
coordinate with USAID, implementing partners, and other stakeholders;
·         Minimum 5 years of experience in monitoring
and evaluation of donor-funded democracy and governance improvement projects;
·         Experience developing or applying
indicators of complex political, economic, and/or social change
·         Experience in data collection;
·         M.A. or M.S. degree in related field
such as quantitative methods or political science;
·         Strong
team working and client relationship skills;
·         Demonstrated
ability to write clear and concise technical documents
·         Demonstrated familiarity with
research methods, statistics, and statistical software (SPSS or similar).
·         Fluency in English and Bahasa
Indonesian highly desirable.
