II. Background Information
Indonesia is one of the world's largest emitters of CO2, largely
from "agriculture, forestry and other land use." Over the
past five years, Indonesia's annual rate of deforestation has been
one of the largest contributors to Indonesia's current and expected
future emissions under the business-as-usual scenario. They also
represent the largest opportunities to abate emissions.
On May 26, 2010 the governments of Indonesia and the Kingdom of Norway
signed a Letter of Intent (LoI) to establish a Partnership for REDD+ to
tackle greenhouse gas emissions from deforestation and forest and peat
land degradation. As part of the partnership, Norway will provide up to
USD 1 billion to Indonesia's REDD+ efforts. Management of the
partnership has been entrusted to a National REDD+ Task Force, which
was established by Presidential Decree No.19 in September 2010 and
further reconstituted by Presidential Decree No.15 in September 2011.
Following the establishment of the National REDD+ Task Force, the
Government of Indonesia requested the UN Secretary General to consider
establishing appropriate institutional structures in Indonesia to
support the National REDD+ Task Force and other allied actors, both
government and civil society . In view of the enormity and complexity
of the task, the Secretary General responded positively to the request
and following high level inter-agency negotiations coordinated by the
Chair of the UN Development Group, an MoU was signed between the United
Nations System and the Government of Indonesia in September 2011 to
establish the UN Office for REDD+ Coordination in Indonesia (UNORCID)
with a comprehensive mandate to support the Government of Indonesia and
numerous stakeholders in implementing Indonesia's REDD+ and related
priorities. Following the signing of the MoU between the UN System and
Indonesia, UNDP, UNEP, UNESCO, ILO, UNOPS, UNODC and FAO have joined as
additional parties to the MoU. At this time, UN Women, UNIDO and
several other UN Agencies are also actively considering their joining
the MoU.
UNORCID has a finite life-span that, unless renewed by mutual agreement
between the parties to the MoU, expires in September 2015. Based in the
UNORCID Head Office in Jakarta, the Communications Officer will work
directly under the supervision of the Chief of Strategy and Policy Unit
and in close collaboration with all colleagues at the Office, especially
those from UNORCID's substantive units. S/he will also collaborate
with other UN Agencies undertaking REDD+ activities, government
entities and relevant civil society stakeholders both in the public and
the private sectors to support the REDD+ agenda through communication
and awareness raising.
III. Objectives of Assignment
Summary of Key Functions and Responsibilities:
The UNORCID Communications Officer reports to the Chief of Policy and
Strategy Unit in the UNORCID Head Office and is in charge of
coordinating UNORCID's communications, media and outreach strategy.
The latter includes the regular publication of the monthly UNORCID
newsletter, updating the website as well as Facebook and Twitter
accounts and compiling internal news to be circulated among staff in
the office. In this capacity, the Communications Officer will also be
expected to show self-motivation and initiative in coordinating closely
with Pilot Province Office (PPO) staff in order to gather news items
from there.
Under the guidance and supervision of the Chief of Strategy and Policy
Unit, the Communications Officer develops and implements operational
public and media outreach strategies for the office, supervises
communications interns in their day-to-day research and drafting
activities and manages all processes and tasks in relation to
communications support to UNORCID. The Communications Officer has to
assure high quality and accuracy in the work undertaken. S/he promotes
a client, quality- and results-oriented approach.
The Communications Officer works in close collaboration with the
UNORCID HO team in Jakarta, appropriate government counterparts, UN
agencies' staff, and other stakeholders, to exchange information
and ensure consistent reporting and publication. S/he will also
communicate and exchange information with Pilot Province Offices (PPO)
on a regular basis and generally support knowledge building and
knowledge sharing.
IV. Scope of work
Key responsibilities of the Communications Officer:
1. Ensures appropriate documentation and communication flow
within UNORCID
* Maintaining regular contact with Heads of Offices and
other personnel at Pilot Province Offices
* Seeking input from PPOs on effective implementation of
UNORCID activities and the REDD+ Programme in general
* Sharing important news, events, announcements and other
matters related to Climate Change (both Science and Policy), Forestry
and Sustainable Development with concerned colleagues on a regular
basis
* Internal information sharing includes but is not limited
to the compilation of a weekly news brief
2. Coordinates effective external communication
* Maintains contacts with key information units in other
UN agencies
* Collaborates with a wide array of partners and their
communication focal points in the field of REDD+ implementation in
Indonesia, including but not limited to the National REDD+ Task Force
* Assist the office in producing public relations materials,
editing reports and other promotional material, and assist with
planning, publicizing, and carrying out special events
* Assist the office in preparing promotional materials
including reports, brochures, folders
* Maintaining and updating the website
* Responsible for publication of UNORCID's regular
newsletter
3. Constantly develops and optimizes UNORCID's
communication strategy
* Updating dynamic social media accounts such as Twitter
and Facebook
* Constantly keeping track of newest developments
* Showing initiative and a self-motivated approach
towards communications
V. Expected Results
The results of the work of the Communications Officer impact on the
successful implementation and overall effectiveness of Indonesia's
National REDD+ Programme (NRP) in the country, accomplishing the
President's ambitious GHG emission reduction targets and achieving
green growth within a highly complex and dynamic political and economic
environment by enabling improved coordination with the Government of
Indonesia throughout the country and the REDD+ Pilot Provinces.
The UNORCID HO in Jakarta will provide a focal point for coordination
and information sharing on REDD+ activities throughout the country and
the Pilot Provinces. The Communications Officer will greatly contribute
to the success of the office through supporting the Strategy and Policy
Unit and all other staff by implementing an effective communications
and outreach strategy.
The results of the Communications Officer's work will enable
UNORCID and its counterparts and stakeholders to collaborate more
effectively. Information sharing and dissemination will allow for a
strategic appreciation of the results achieved; the problems
encountered; the lessons learned; and the knowledge gained from
implementing the National REDD+ Programme in Indonesia.

VIII. Qualifications ( please refer to standard qualification in line
with category of consultant )
Education:
Masters Degree in Media Studies, Communications, Journalism, Political
Science, International Relations or other relevant field.
Background and Experience:
At least 2 years of relevant work experience either in journalism and
media, in public relations or in another position with clear
communications focus. Experience in the usage of computers and office
software packages for publication (Office Package, Adobe Creative Suite
– especially InDesign, Photoshop and Dreamweaver – or other
relevant products commonly used) Experience in web-design an advantage.
Language Requirements:
Fluency in English, written and spoken. Knowledge of Bahasa Indonesia
is an asset.
