Vacancy : Cowater Communication Consultant

Cowater
International is an Ottawa-based Canadian management consulting firm
specializing in international development. You can learn more about us at www.cowater.com. We are currently seeking a Communication Consultant to provide part-time assistance for a
CIDA-funded project to support Indonesia’s Islands of Integrity Program for
Sulawesi (SIPS) and to be based in Jakarta. The SIPS project is working in the
area of good local governance and improved, transparent public services in ten
local governments in Sulawesi. Scope of Works for this position are as follows:

1.    Develop a KPK Communications Strategy to
reduce opportunities for corruption at sub national government level through
good governance practices. This will address the issues of target audience,
messaging and media.  Specific target
audiences will likely includenational and sub-national government decisionmakers;senior bureaucrats, civil society, researchersandacademics;donoragencies;and specializedCSOs.  The channel
or media for reaching these different audiences will be identified and may
include print publications, electronic or social media and the development of
content for dissemination through specialized websites. Thisactivityandtherespectivesub-activitiesareintendedtoleverageKPK’sexperienceworking withSIPSinSulawesitoincrease knowledge ofstakeholdersthroughoutIndonesiaabout successfulapproaches
andmethodsforpromotinggovernancereforminSIPS’priorityareas of OSS, PAS,
andprocurement.Once
approved, the Consultant will provide ad hoc support to SIPS and KPK to
facilitate the Strategy’s implementation.

2.    Producelearningandcommunicationsmaterialsineachareaofreform. The Consultant will strengthen the capacity of KPK communications staff
in the production of communications products for placement in specialized and
mass media channels, whether print or web content. These products will aim to
highlight KPK’s successes with SIPS, drawing on the individual case studies and
comparative analyses

3.    Strengthen
the capacity of KPK R&D Directorate staff in how to work with media
professionals to develop newsworthy briefs and backgrounders on corruption
prevention.

Minimum
Qualifications:
1.    Relevant Post-Secondary Degree
2.    10 years’ experience in the area of communication and media strategy,
particularly in government agencies and especially at the local level,
including minimum of one (1) year working with an international agency
3.    Sound knowledge of current government laws and regulations
concerning anti-corruption
4.    Ability to work collaboratively with KPK
5.    Ability to communicate effectively in English (oral/written) and
proven ability to produce clear reports, including action plans, and well-presented
communication strategies materials
6.    Willingness to travel to project areas in Sulawesi
