REQUEST FOR EXPRESSION OF INTEREST
Background:
In 2010, the Insular Southeast Asian Network on MSM, TG, and HIV (ISEAN) and the Humanist Institute for Co-operation with Developing Countries (Hivos) jointly submitted a regional proposal to the Global Fund for AIDS, Malaria, and Tuberculosis (GFATM) Round 10. The programme, entitled ‘Strengthening Community Systems to Reduce Vulnerability to and Impact of HIV infection on MSM and TG in Insular Southeast Asia’, was approved by GFATM and contract for the grant was signed on 6 October, 2011. This grant has the main goal of reducing (a) the vulnerability and risks of MSM and TG to HIV infection and (b) the impact of HIV on their lives in Insular Southeast Asia. It intends to address critical gaps in supporting and scaling up activities that reduce HIV/AIDS among MSMs and TGs.
As the Program enters its second year of implementation and prepares for the submisison of its Phase 2 Proposal on June 15, 2013 to the Global Fund, the Principal Recipient’s Program Management Unit (PR-PMU) based in Jakarta, Indonesia aims to commission a team of external evaluators to assess program implementation in four countries. Specifically under this SOW/TOR, Hivos, as the Principal Recipient of the grant, is looking for a Lead Consultant and an Assitant Consultant to Conduct the Phase 1 External Evaluation of the ISEAN Hivos Program’s implementation. The external evaluation of the project will give the Global Fund a good objective basis in its decision for Grant renewal. The evaluation under this SOW will cover the completed periods of implementation from October, 2011 to March, 2013 (18 months). This team would provide a formal evaluation of the overall programmatic, financial etc. performance of the ISEAN Hivos Program. The output opf the evaluation is a key document in consideration for the Program’s Phase 2 proposal review. The external evaluation team’s main output will be an Evaluation Report including formal recommendations to improve overall performance and coordination.
The general objectives of the External Evaluation Team are to identify the accomplishments of the ISEAN Hivos Program in the context of strengthening local MSM and TG communities by reviewing the activities of key stakeholders, including local MSM and TG CBOs especially in areas related:
a) To prevent the further local spread HIV/AIDS infection among MSMs and TG populations;
b) To reduce the impact of the disease on individuals, families and communities; and
c) To provide recommendations for the revision of strategies and interventions for the development of an M&E mechanism towards improved evaluation of the Program in its Phase 2 of implementation.
Specific objectives will be:
I. To assess the status and dynamics of the epidemic in Malaysia, Indonesia, Philippines and Timor Leste;
II. To assess the contributions or potential contributions of the ISEAN Hivos program to the epidemics in the context of Community Systems Strengthening (CSS) initiatives
III. To assess how well the present Project has been implemented; and
IV. To draw lessons learned to be used in the develop
Specifically, the following services that address the Grant’s requirements are expected to be provided by the Consultant:
It is expected that as a Lead of the External Review Team the consultant will participate and undertake activities, in coordination with the rest of the External Evaluation Team, towards the Team’s fulfilling the following scope of work:
1. Review available country data (with assistance from the PR-PMU)
2. Participate in local consuntations with partners to be arranged by the ISEAN Hivos program Staff. In these local consultations, the Evaluaiton Team shall, meet and discuss with selected stakeholders and key informants from the four implementing countries in relaiton to the Program’s local and regional activities .
3. Review the achievements to date of the objectives and targets set out in the latest revised Monitoring and Evaluation Framework of the Program.
4. Develop a description of the epidemiology and dynamics of HIV and AIDS in Indonesia, Malaysia, Philippines and Timor Leste which can be an evidence-base for future programming
5. Identify lessons learned on strategies and interventions for a the response in the four countries in the context of community participation;
6. Identify lessons learned about local, national and regional partnerships, structures, and requirements which will optimize coverage of identified priority strategies and interventions.
7. Develop a preliminary assessment of available and required resources to support Program implementation at the naitonal and regional levels;
8. Based on all of the above, develop a consultancy report/evaluaiton report with recommendations to the GF on future programming for community-focsued initiatives in a multi-country South East Asia context.
Key Qualifications
1. Established expertise in the program implementation and M&E, preferably on HIV-AIDS under a Global Fund Program;
2. Familiarly with the concerns and needs of organizations related to HIV-AIDS, and with MSM and TGs in a South East Asian regional context, preferably in the context of the Philippines;
3. Preferably with experience working with Global Fund Programs;
4. Preferably with advanced degree in medicine, public ehalth, research or social sciences;
5. Strong experience in the program and financial evaluations;
6. Preferably resident of South East Asia.
7. Fluency in written and spoken English
The selected Consultant or Company will be engaged for a minimum of 15 days distributed within a one and a half month period and to start in April 1, 2013.
