Recruitment: Consultant for Program Mid-Term Evaluation

We need a:
Consultant for Program Mid-Term Evaluation
Oxfam works show that there are a large number of women and slowly increasing number of men across society become active and vocal advocates of gender justice. They are volunteering their time and resources to organization or alliance working to promote gender justice in Indonesia. Despite the many efforts of gender advocates across the country, the movement for gender equality is spread thinly working on many fronts with limited resources. Improvements in the position of women particularly in terms of legal protection has come about through improved understanding of decision makers as a result of advocacy from women/civil society activists and international exposure to concepts of human rights & gender justice. Improved legal protection has not yet translated into marked improvements in gender equality, elimination of Gender Based Violence (GBV) or a fairer division of labor or assets. Equal decision making and political participation for women in their
daily lives, particularly in rural areas, are still weak and lagging behind.

Objectives
    1. Assess the  achievement of outcomes to date
    2. Assess the effectiveness of the program in achieving impact
    3. Evaluate the effectiveness of the current partnerships and strategies
    4. Specifically assess how the Oxfam Australia (OAU) Economic Justice program is contributing to the Gender Justice program
    5. Identify program lessons
    6. Make recommendations to support strategic planning for the next program and JCAS.

Scope of Work:
The review is expected to cover work period of July 2009 – June 2013, GJ components of the Economic Justice (EJ) program and four focal areas (FA) of the OAU GJ program in Indonesia:
1.    Women’s Movement is able to influence actors that are able to make change on issues that impact on the lives of women, especially the poor.
2.    Women are able to influence decisions which impact on their lives and society.
3.    Support the movement to reduce the occurrence of Gender Based Violence (GBV).
4.    Increased engagement of men for the objectives & efforts of the women’s movement to promote GJ, with a strong link to FA 3.

The evaluation will be done by a small team of external consultants (lead and co-evaluator), which will be managed by Oxfam. The team will be responsible for developing the evaluation design, including identifying methods and developing tools, in collaboration with Oxfam. The design should take into account the following principles:
1. A collaborative approach, engaging staff, partners and other key stakeholders as appropriate (e.g. donors and/or OAU) in the design, implementation and review phases.
2. A participatory evaluation with particular emphasis on approaches that capture a cross-section of views from program stakeholders including target groups[1]of each project.
3. Use of random sampling and standardized questionnaires etc. to capture changes. Use of purposeful sampling and qualitative and participatory methods/tools to generate understanding of why changes have occurred, captures lessons learnt e.g. semi-structured interviews, focus group discussions, desk studies, PRA techniques such as venn diagrams, ranking and scoring etc.
4. Triangulation and cross checking of data through using multiple sources and multiple methods.
5. A schedule for information collection and specify who will be responsible for making the information available.
6. Outline the approaches for analysis and interpretation of data.
7. Include a process of review of the analysis, findings and recommendations with alliance and network members.
8. Adhere to Oxfam’s guidelines on ethical research

The Consultant Qualification:
This evaluation will be led by experienced evaluator with extensive knowledge on women’s movement and gender justice issues, as well as capable of working in various contexts. The experiences expected from the team are as follow:
a.    The Lead must have the capacity in participatory evaluation, especially in women’s movement and gender justice.
b.    In overall, the team should have knowledge, experience and competencies in:
c.    Significant experiences in evaluation
d.    Minimum 5 years of development work in gender and/or women’s movement
e.    Good understanding of rights based approach
f.     Hold good facilitation skill, especially in doing consultation with decision makers
g.    Strong analytical skill and quantitative and qualitative data collection
h.    Good communication skill
i.     Demonstrate writing skills in both English and Indonesian
j.     Familiar in operating Microsoft Office programs such as Word, Excel and Power Point.
