World Food Programme, Indonesia invites applications from the eligible
candidates for the following position:
Position : Logistics Officer (Emergency Preparedness and Response)
Contract Type : Service Contract
Duty Station : Jakarta, Indonesia
Accountabilities:
Under the supervision of the Head of Pillar Two: Supply Chain and Disaster
Management of WFP Indonesia, the incumbent of the position will be
responsible for the following duties:
Synthesize WFP and partner perspectives on the specific natural
disaster scenarios and existing or potential programmatic response plans;
Identify and assess information gaps related to logistics and
supply chain and vulnerability of populations projected to be affected by
a specific disaster;
Design, develop, implement, monitor and evaluate emergency
preparedness activities in coherence with Logistics, Supply chain in
Disaster Risk Reduction to improve emergency responses
activities/projects;
Support the roll out and implementation of the Emergency
Preparedness and Response Package including an identification of
preparedness gaps in country;
Define emergency preparedness strategy and provide specific
technical areas of competence, ensure effective integration of all
operational matters in country;
Participate in Logistics Cluster meetings in preparedness
activities and co draft concept of Operations in emergency situation;
Enhance government capacity in identifying fields of capacity
development and provide assistance in planning, formulating, and targeting
recipients in disaster preparedness and response components at the
national, provincial and district levels;
Reinforce and implement capacity development strategies agreed to
between WFP and national/provincial governments in disaster preparedness
and response;
Ensure effective communication and coordination mechanisms between
the central, provincial and districts levels with all actors in DRR are in
place;
In collaboration with other units assess the need for food and
assistances in emergency situations, delivery of WFP emergency assistances
and draw up plans for its timely response in coordination with government,
and monitor the implementation of those plans;
Support strategic planning, advocacy and other initiatives of the
government of Indonesia in disaster risk reduction and establish a network
at national, provincial and international level;
Support the identification of potential new funding sources and
provide linkages with potential cooperating partners and draft proposal;
Provide guidance, support and technical advice to the sub-offices
especially on the methodologies and project design, comprehensive training
programs for implementation of preparedness activities;
Develop and review presentation, advocacy products, project
proposals, guidelines, tools, methodologies and other visibility materials
required for successful implementation of DRR projects in Indonesia;
Perform other related duties as required.
Qualifications and Experiences:
Education: University degree in relevant discipline.
Experience: Minimum three to five years of postgraduate in designing a
multi-year program or strategy in Logistics, emergency preparedness &
response and Disaster Risk Reduction. Professional experiences in
humanitarian logistics/preparedness &response, DRR. Proficiency in Windows
(MS Word, MS Excel, power point) SAP preferable.
Knowledge: Demonstrated understanding of related areas in DRR and
excellent in coordinating with Government agency, International agencies.
Experience in facilitating/training in DRR is a plus.
Language: Excellent English language skills and demonstrated ability to
represent WFP in forums and other external engagements; demonstrated
strong analytical and report writing skills.
