World Food Programme, Indonesia invites applications from the eligible
candidates for the following position:

Position : Programme Officer (Community-based DRR & Climate Change
Adaptation)
Contract Type : Service Contract
Duty Station : Jakarta, Indonesia

Accountabilities:
Under the supervision of the Head of Pillar Two: Supply Chain Management
and Disaster Risk Reduction Unit of WFP Indonesia, the incumbent of the
position will be responsible for the following duties:
The overall programme management of Community based Disaster Risk
Reduction activities and Climate Change Adaptation activities which
includes implementation and monitoring of programmes and activities;
Oversee preparation and dissemination of timely analytical and
critical reports including proposals for improvements in operation and the
scope of programmes;
Assist the government in identifying fields of development where
food assistance can be usefully employed and give assistance in planning,
formulating, and targeting recipients for new requests for WFP assistance;

Liaise with project implementing authorities and undertake visits
to view project outputs and beneficiaries, inspect storage places and
points where WFP commodities are received in the country, in order to
ensure that progress is made in the achievement of project objectives;
Provide continuing liaison with bilateral food assistance
programmes, with UN agencies and with NGOs providing technical or other
forms of assistance to WFP assisted projects.
Assist the government on the maintenance of all records, accounts
and books as stipulated in the Country Programme Action Plan and ensure
that reports required for WFP are accurate and provided as scheduled;
Prepare periodic reports on the progress of operational projects
and related government plans to ensure compliance with WFP’s policies,
criteria and procedures with respect to food aid;
Assist Country Directors and Head of Supply Chain Management Unit
in all matters related to the delivery of WFP emergency assistance and
bring to the attention of appropriate country office staff any
administrative constraints arising from rapidly evolving emergency
situations in the field;
In collaboration with other units assess the need for food in
emergency situations, draw up plans for its timely arrival in coordination
with government and other donors, and monitor the implementation of these
plans;
Comprehensively map the current stakeholders engaged within the
focus area of (1) community-based DRR (CB-DRR), (2) Climate Change
Adaptation (CCA) areas where WFP operates and identify the strengths and
opportunities for WFP to fill the gaps based on local needs. This mapping
exercise will encompass geographic and sector components, and will include
local civil society organizations;
Ensure effective coordination with the various stakeholders
(government agencies (BULOG), UN Agencies, humanitarian partners, donors)
on CB-DRR and CCA;
Support strategic planning, advocacy and other initiatives of the
government of Indonesia across the three focus areas and establish a
network among the stakeholders to share new knowledge and learning for
dissemination at national, provincial and international level;
Support the identification of potential new funding sources and
provide linkages with potential cooperating partners;
Review internal directives, government literatures/strategic plans
and academic analysis conducted within the geographical areas of WFP
operation and develop a CB-DRR, CCA and food security strategy for WFP
Indonesia and ensure that the strategy fully mainstreams gender and
reflects WFP’s commitment to women’s empowerment;
Develop a detailed implementation plan based on discussions with
the relevant stakeholders on the basis of WFP country programme
priorities, CP Action plan and WFP mandate in Indonesia. The documents
should include a logical framework, relevant KPIs, indicative activities;
Develop a proposal for the implementation of a prototype for
alternative transfer mechanisms (ie cash and vouchers)
Provide guidance, support and technical advice to the sub-offices
and external parties, especially on the methodologies and project design
for implementation across the focus areas;
Develop and review presentation, advocacy products, project
proposals, guidelines, tools, training and methodologies and other
promotion materials required for successful implementation of projects in
Indonesia within the focus areas;
Manage and supervise the performance of his/her team based on the
agreed work plan across the focus areas;
Perform other related duties as required.

Qualifications and Experiences:
Education: University degree in relevant discipline.
Experience: At least three years of postgraduate in designing a multi-year
program or strategy in Disaster Risk Reduction, Climate Change and/or Food
Security (or a directly related area).
Knowledge: Demonstrated understanding of current dynamics around poverty
and social justice, in particular gender.
Desirable Skills: Experience in capturing gender, vulnerability, and other
specialist analysis in project design.
Language: Excellent English language skills and demonstrated ability to
represent WFP in forums and other external engagements; Excellent and
demonstrated analytical and report writing skills.
