II. Organizational Context and Scope
Under the support of Australia – Indonesia Facility for Disaster Reduction (AIFDR), the International Organization for Migration (IOM) works together with the Government of Indonesia at the national and sub-national level to implement a DRR project entitled “Strengthening Disaster Risk Reduction (DRR) Capacity and Promoting Community Resilience in West Java” in seven (7) districts in West Java Province.
Under the direct supervision of the GIS/IM Coordinator and overall supervision of Head of Sub-Office, the Consultant will assist in the implementation of risk assessment, including compilation, analysis, and development of risk map.
III. IOM PROJECT TO WHICH THE CONSULTANCY IS CONTRIBUTING:
The project aims to achieve the following: (i) Strengthened capacity of disaster management (DM) agencies at provincial and district and sub-district level to reduce disaster risk, in line with national policies, priorities and systems; (ii) Enhanced preparedness for effective and coordinated response of provincial and district level government offices; and (iii) Communities effectively participate in socially inclusive and comprehensive disaster risk reduction through greater awareness, collaboration and partnerships with other DRR stakeholders.
In this project, IOM will support BPBD and relevant government officials at Provincial, District, and sub-district level in seven (7) districts to increase their capacity in disaster risk reduction (DRR). To be able to implement better disaster management, the disaster management actors should have appropriate Disaster Management Plan (Rencana Penanggulangan Bencana-RPB) both for provincial and district level. As part capacity building process of DRR actors, IOM will provide support to BPBD in 7 districts to develop District Disaster Management Plan (RPB including risk maps).
The consultant will contribute to the development of District Disaster Management Plan (RPB Kabupaten) including the development of risk maps.
IV. Responsibilities and Accountabilities
1. In coordination with GIS/IM Coordinator, collect spatial data sets from various institutions and manage the data into the formats needed in the project;
2. In coordination with GIS/IM Coordinator, develop high quality spatial products, including maps and other visualizations using GIS and other suitable tools;
3. Assist GIS/IM coordinator on spatial data analysis to produce Risk Maps and Risk Analysis as part of the development of District Disaster Management Plan (RPB Kabupaten);
4. In coordination with district team, conduct ground check to validate spatial data analysis and adjust maps and analysis accordingly;
5. Identify repetitive spatial process that can be automated and assist this process;
6. Compile and conduct analysis of primary and secondary data (in house or external research/analysis) necessary for IOM project planning and implementation;
7. Adhere to IOM data protection confidentiality policy as well as strict compliance to IOM Code of Conduct at all times;
V. TANGIBLE AND MEASURABLE OUTPUT OF THE WORK ASSIGNMENT :
Indicatively, this assignment will cover the following activities, objectives and outputs:

VI. REALISTIC DELIVERY DATES AND DETAILS AS TO HOW THE WORK MUST BE DELIVERED :
The Consultant is expected to commence the assignment on the third week of March 2013 to the third week of July 2013. The first two weeks of the assignments will be reviewing the available data and collecting necessary data. The development of risk analysis and risk maps will follow subsequently.
VII. PERFORMANCE INDICATORS FOR EVALUATION OF RESULTS (VALUE OF SERVICES RENDERED IN RELATION TO THEIR COST) :
The following performance indicators will be utilized by IOM to measure the value of services rendered in relation to their cost and to evaluate overall performance of the Consultant and effectiveness of the technical assistance:
1. Spatial databases are developed;
2. Results of risk analysis and summary of risk analysis are developed;
3. Risk maps are developed in line with the guidelines of BNPB.
VIII. REMUNERATION AND TERMS OF PAYMENT
The GIS Consultant will receive monthly payment of IDR 9,266,750 per month which shall be paid at the of the month.
IX. DESIRABLE QUALIFICATION (EDUCATION AND EXPERIENCE) :
a) Diploma Degree preferably in computer science, geodesic, geography or a combination of relevant education and professional experience. University Degree is advantage.
b) A minimum of four years of experience in the use of MS software, web-based and/or client-server database system implementations a distinctive advantage.
c) Familiarity with Disaster Risk Reduction issues and Indonesian Spatial Data and Disaster Management laws.
d) Demonstrated strong result in area of GIS, information management, data frames, data analysis and spatial data management system.
e) Solid understanding of GIS software including open source software (e.g. ArcGIS, Quantum GIS)
f) Advanced knowledge of MS Excel for data analysis and statistical reporting.
VI. Languages
Fluency in English and Bahasa Indonesia both written and spoken is required. Working knowledge of Sundanese is an advantage.
