ISEAN-Hivos-GF-R10-HIV/AIDS – Consultant to Consult and Develop a Strategy and Guidelines for Monitoring and Documentation by CBOs under the “Strengthening community systems to reduce vulnerability to and impact of HIV infection on MSM and TG in Insular Southeast Asia”

REQUEST FOR EXPRESSION OF INTEREST

In 2010, the Insular Southeast Asian Network on MSM, TG, and HIV (ISEAN) and the Humanist Institute for Co-operation with Developing Countries (Hivos) jointly submitted a regional proposal to the Global Fund for AIDS, Malaria, and Tuberculosis (GFATM) Round 10. The programme, entitled ‘Strengthening Community Systems to Reduce Vulnerability to and Impact of HIV infection on MSM and TG in Insular Southeast Asia’, was approved by GFATM and contract for the grant was signed on 6 October 2011. This grant has the main goal of reducing (a) the vulnerability and risks of MSM and TG to HIV infection and (b) the impact of HIV on their lives in Insular Southeast Asia. It intends to address critical gaps in supporting and scaling up activities that reduce HIV/AIDS among MSMs and TGs.

ISEAN, with Hivos, as the Principal Recipient of the grant, is looking for a capable Consultant to Consult and Develop a Strategy and Guidelines for Monitoring and Documentation by CBOs for the ISEAN-Hivos Program. Specifically, the following services that address the Grant’s requirements are expected to be provided by the Consultant:
1. Conduct a desk study of current strategy and guidelines available (focusing on MSM, TG and HIV) in the Southeast Asia region (Indonesia, Malaysia and Philippines
2. Observe and provide inputs during the IHP country workshops on CBO Research and Documentation, scheduled in April or May, 2013, including the process of data collection conducted by CBOs.
3. Design and facilitate a consultative session (including needs analysis) on the topic of "Monitoring and Documentation" to be incorporated in the training/workshop.
4. Assist in editing and packaging the country CBO outputs for publication.
5. Finalize the training module on CBO Research and Documentation, based on the module materials developed by the IHP team
6. Develop a Strategy and Guidelines for Monitoring and Documentation by CBOs in ISEAN region, based on the desk review and country meetings conducted (to link with the training module)
7. Conduct a series of discussion with PMU and SRsto review the implementation of piloting the monitoring and documentation and to present the draft of the modules for feedback.
8. Coordinate with the ISEAN-Hivos Program Management Unit – Training Coordinator and the ISEAN Secretariat – Regional Program Manager in relation to the performance of the task in relation to the performance of the task.
The Output of the Consultant will be :
1. Country Trip Reports with feedback and recommendations based on the CBO Research & Documentation Trainings and other process of documentation attended
2. Training Modules on CBO Research, Monitoring and Documentation, with a section on Strategy and Guidelines for Monitoring and Documentation.
3. Technical Content Review of the CBO Stories in INA, PH and MY for Publication by June 2013
Key Qualifications
1. Established expertise in monitoring and documentation strategies and guidelines, especially for organizations related to HIV-AIDS in a country context;
2. Preferably with experience working with Global Fund programs and National programs;
3. Preferably with advanced degree in communications and/or social sciences;
4. Familiarity with the concerns of MSMs and TGs in the Southeast Asia context;
5. Preferably resident of Southeast Asia and with experience in working in one of the ISEAN-Hivos countries; and
6. Fluency in written and spoken English.

The selected consultant will be engaged for a minimum of 15 days in April and/or May, 2012. The Consultant is expected to lead the design of the strategy and guideline, with the coordination with IHP Training Coordinator and ISEAN Regional Program Manager. He/she will travel to Indonesia, Malaysia and Philippines. Travel and related costs will be covered by the ISEAN-Hivos Program.
