In 2010 the Government of Indonesia and UNDP agreed to cooperate in elaborating the improvements of decentralization systems by establishing initiatives to strengthen provincial governance through the Provincial Governance Strengthening Programme (PGSP). PGSP works at the national, provincial and district level to achieve effective power-sharing and a balanced approach in administering public service delivery, implementing bureaucracy reform, and formulating laws on local governance that aim to clarify functional assignments among different tiers of government.
At the national level PGSP works with the National Development Planning Agency (Badan Perencanaan Pembangunan Nasional/ BAPPENAS), the Ministry of Home Affairs, the Ministry of Finance, and the Ministry of the State Apparatus Empowerment and Bureaucracy Reform. At the provincial level, PGSP works with governments in three pilot provinces: Bangka Belitung, Nusa Tenggara Timur, and Gorontalo. With them, UNDP works to develop mechanisms and instruments that will help the actualization of government’s duties and functions in development planning and budgeting, which are expected to encourage the coordination, supervision, and monitoring of public service provision, and eventually improve the wellbeing of people in the provinces.
The project is implemented under the framework of UNDP’s Country Program Action Plan (CPAP) 2011-2015, through the National Implementation Modality (NIM) whereby BAPPENAS is designated as Implementing Partner and Director of Regional Autonomy has been assigned as National Project Director of PGSP. To achieve the above objective, a Project Management Unit has been established to manage day to day project implementation. The PMU consists of teams responsible to achieve the following key outputs: 1) Enhanced policy and regulatory framework that further clarifies and strengthens roles and functions of provincial government; 2) Strengthened provincial government capacity in economic development planning and budgeting; and 3) Enhanced public service delivery through governance innovations, implementation of minimum service standards and public complaint mechanisms.
This position is located in the project under the overall guidance of the National Project Manager (NPM) in the PMU. The incumbent will contribute to effective implementation of the evaluation policy, ensures that minimum monitoring and evaluation requirements for projects are met, and participates in the conduct of thematic and crosscutting evaluations. S/he will be responsible to ensure that project evaluations are carried out according to schedules and that findings and recommendations are implemented and followed up.
The M&R Officer will also track results and apply the monitoring framework as set up in the project document in line with prevailing internal monitoring guidelines, ensuring that reporting arrangements and requirements are in place and are being implemented in a timely manner.
Duties and Responsibilities

1. Ensures the implementation of monitoring and reporting in accordance with UNDP policies and guidelines, with the following key duties and responsibilities:
- Oversee the implementation of the project’s monitoring and reporting systems, working closely with implementing partners and providing progress updates to the project stakeholders and the programme team;
- Ensure effective monitoring of the project progress in respect to agreed project objectives, outputs, indicators and targets;
- Provide support to the technical advisers and other staff on the development of monthly reports, logframes, workplans, ensuring proper monitoring activities are conducted and data on project results are collected;
- Ensure appropriate document collection and retention;
- Analyze data and information to determine progress achieved, in close collaboration with project management and staff;
- Based on results of monitoring, undertake troubleshooting, suggest corrective measures to be undertaken, and make arrangements for provision of technical assistance to implementing partners;
- Act as the main focal point for monitoring and reporting for the project and, facilitate and participate in results-oriented monitoring and evaluation training efforts;
- Ensure reporting arrangements are in place and are being implemented to ensure that the reporting requirements are met in a timely manner;
- Prepare consolidated reports, including quarterly reports, with relevant staff;
- Work closely with the project team and communications specialist to coordinate (and where necessary draft) the timely collection of ‘human interest stories’ of persons impacted by UNDP supported programming;
- Work closely with project and programme staff to synthesize good practices and lessons learned;
2. Ensures effective support to the project evaluation process:
- Provision of input to the Project Manager and the Planning Monitoring and Evaluation Unit (PMEU) on the needs for evaluation based on donor agreements;
- Supports the PMEU in coordinating the project team, project board and project stakeholders to ensure smooth conduct of the evaluation;
- Coordinates the collection of project documentation and other data necessary for the evaluation of the project;
- Provides relevant inputs to the evaluation and assists in the review of evaluation documents (including terms of references and draft evaluation reports).
3. Support the facilitation of knowledge building and knowledge sharing in the area of monitoring and reporting, focusing on achievement of the following results:
- Effective support to project staff in identification, documentation, synthesis of lessons learned and best practices to be integrated into broader knowledge management efforts.
- Contribution to the implementation of Evaluation Knowledge Management and Learning Strategy;
- Established system and updated documentation of research reports, studies and evaluations are maintained.

Required Skills and Experience
IV. Recruitment Qualifications
Education:
Master degree in international relations, social science, political science, economics, statistics, or other relevant fields.
Experience:
Minimum 2 years of professional experience, preferably in the field of development for candidates with Master Degree, and 6 years for candidates with Bachelor Degree
Language Requirements:
• Fluency in written and spoken English is an absolute necessity;
• Fluency in written and spoken Bahasa Indonesia is required.
Other Requirements:
• Solid experience monitoring and producing high quality reports for at least two projects supported with graphics and statistical summaries.
• Strong knowledge and experience in project management support are essential.
• Knowledge of results-based management systems and field-level monitoring a distinct advantage
• Experience in monitoring, evaluation and reporting with a background and interest in the analysis of socio-economic issues and related policy matters.
• Knowledge of various donor reporting requirements
• Excellent analytical skill and advanced computer skills required, knowledge of spreadsheet and database packages
• Good inter-personal and team building skills.
• Full time availability for project management support duties is essential.
• Familiar with UNDP development projects in Indonesia would be an advantage.
• Familiar with decentralization issues would be desirable
• Experience in handling of web based management systems would be highly desirable.
• Some experience/knowledge of gender dimensions is an advantage.
