Project/Proposal Summary:
Strengthening Integrity and Accountability Program (SIAP I) will contribute to good governance in Indonesia in the government at the national level. SIAP I will support governmental and non-governmental efforts to strengthen integrity and accountability.

Position Summary:
SIAP I’s cooperation with the Ministry of Administrative and Bureaucratic Reform (MenPAN) covers a broad portfolio of public policy and internal management efforts. MenPAN is keen in improving performance-based management by reviewing the existing performance accountability reporting system (LAKIP). To support this effort, SIAP I plans to provide an International Consultant to help the ministry review existing regulations on performance management and performance evaluation, and provide recommendations for improving this reporting system. The contract duration is 20 workdays, including travel, and will be from July 1st to July 15th, 2013.

Responsibilities:
• Assess current performance-based management systems and the performance accountability reporting system (LAKIP).
• Present recommendations on improvement of the performance based management systems and the performance accountability reporting system (LAKIP) to MenPAN.
• Based on feedback, refine proposed program for MSI Assistance in 2013.
• Present International Best Practices in performance based management systems and the performance accountability reporting system to MenPAN.
• Present International Best Practices in performance-based management systems and the performance accountability reporting system in the workshops to government offices.

Qualifications:
• PhD in Public Administration from a reputable university.
• 5 years of experience in professional performance management.
• Good understanding of administrative reform issues
• Understanding of internal government monitoring systems is preferred.
