I. Background

The Environmental Sciences Unit at UNESCO Office, Jakarta has two global means of protecting natural sites and dealing with environmental issues: the Man and Biosphere (MAB) Programme and the World Heritage Convention.

The Environmental Sciences (ES) unit’s approach to conservation and sustainable development is characterized by long-term commitments to site conservation, development of broad-based partnerships and interdisciplinary cooperation, exchange of scientific knowledge and information, and building a strong relationship with local people. Within the framework of the MAB Programme and the World Heritage Convention and with the overall aim to support national governments in improving natural resource management, the ES unit has developed several extra-budgetary projects.

The Project
Indonesia is one of the most disaster-prone countries in the world. Jakarta, a megacity with a population of more than 8.5 million, is frequently affected by flooding. For example, the 2007 floods affected more than a half million inhabitants, and caused more than US$900 million worth of damages and losses. Risk information is often not available at the local level where it is much needed to better understand the city’s vulnerability, raise public awareness and effectively manage risks. The community based mapping of points of interest to manage floods in Jakarta is justified by several reasons. First of all, there is no doubt that the poorest needs are not always attended even after the disaster, the existent measures don’t seem to be working properly, and finally because it’s inside the communities where basic solutions are being put into operation to reduce the effects of the floods. As an example, In Jakarta, there have been emerging forms of
urban adaptation to floods. The first is voluntary exposure (or sometimes known as living with floods (LWF) approach) option. LWF approach means that the communities decide to live in the same risky place but they manage to find some ways to adapt and cope with the risks. This includes some level of risk acceptance such as acceptable flood loss. Flood adaptation requires learning in a longer time span. Given the fact that many people there have lived in these areas where longer than 35 years or since they were born, certain adaptation mechanism emerged and sustained. However, in order for the community to effectively contribute and use the platform, the specific points of interest in education, science, culture and communication and information need to be identified by the community in a participatory way and training needs to be conducted for community members to contribute and make optimal use of community owned platforms.

Under the overall guidance of Senior Programme Specialist for Environmental Sciences, and working closely with the Environmental Sciences Unit and colleagues in the office as a team, the Project Assistant will provide technical assistance to the Programme Specialist in the implementation and coordination in the project of Establishing a Community Based POIs in the High-Risk Communities to Flooding in Jakarta– Indonesia.

The Project Assistant will be responsible for collecting and collating relevant data sets and provide analysis in the areas of biodiversity, environmental preservation incentives and environmental management under the supervision of the Senior Program Specialist.

II. Duties and Responsibilities

Under the direct supervision of the Senior Programme Specialist for Environmental Sciences, the incumbent will perform the following functions:

1. Provide support to the day-to-day implementation activities under the project of Establishing a Community Based POIs in the High-Risk Communities to Flooding in Jakarta– Indonesia, i.e. assist in planning, implementation, monitoring and reporting;

2. Provide technical and logistic assistance in the management and implementation of the project, including undertaking assessments and field missions, assisting in the organization of project activities such as technical meetings, workshops and training and other events. Attends meetings/sessions, takes notes, drafts minutes and follows-up on deadlines for agreed upon action.

3. Assist in the production of a variety of reports by compiling and analysing of field data, information and studies regarding environmental, disaster risk reduction and socio-economic topics;

4. Assist in the development and maintenance of positive working relationships with UNESCO’s partners and relevant stakeholders, including but not limited to government agencies, donors, non-governmental organization, private sectors, and local communities;

5. Prepare short reports, summaries, aides-memoires, minutes of meetings, media releases, updates for website regarding the project;

6. Perform other official related duties as requested by the Senior Programme Specialist for Environmental Sciences.

III. The working hours and work schedule as follows:
Mondays to Fridays, 40 hours per week

IV. Recruitment Qualifications

Education: A Bachelor Degree preferably Master degree in GIS and RS, Hydrology, Hydroinformatics, IT or related field.

Work Experience:

* At least 4 years relevant experience in development issues with local and/or international organizations; preferably in disaster management issues

* Having strong computer skills, familiarity with open source software related to GIS;

* Having experience in working with governmental and non-governmental agencies;

* Having strong analytical and negotiation skills;

* Able to work with minimal supervision, as well as a team player;

* Able to working in team.

Technical requirements:

* Knowledge on issues related to environment, disaster risk reduction, and community based disaster management:

* Having experience in participatory approach in disaster risk reduction;

* Good knowledge of disaster management issues

* Having knowledge in using GPS

* Having knowledge in basic photography

Languages: Fluency in spoken and written in English and Indonesian as well as possess the ability to draft documents and express views in a clear and concise manner.
