Zusammenarbeit (GIZ)GmbH is a German international cooperation enterprise for
sustainable development with worldwide operations.


Women rights have been guaranteed by the Indonesian Constitution, through ratification of the international
Convention on the Elimination of All Forms of Discrimination Against Women as
well as other laws such as the law against domestic violence. In addition, a Presidential Decree in 2000 made gender mainstreaming mandatory in all government policies
and programs. Following the issuing of Presidential Decree, gender equality is
also considered as one aspect in the vision of Indonesia’s Government Long Term
Planning 2005 – 2025.  Furthermore, gender mainstreaming is one of the
three mainstreaming principles in National Medium Term Planning 2010 - 2014.
Therefore, various efforts have been made to ensure women’s rights and gender
equality as integrated parts of governments’ policies and programs at all
levels.
Despite this, Indonesia is facing significant challenges from
ensuring equal rights for men and women. The country’s
extraordinary sociocultural diversity is a particular barrier to promoting
equal rights. Indonesia’s patriarchal system of values ascribes a traditional
role to womenand men, and the rigidity of gender roles within the country’s
250-plus ethnic groups varies widely.
The diversity of national laws andinterpretations of religious principles along withthe role of custom and practice make it difficult to enforce women’s
rights. Moreover, national marriage legislationwhich is partly influenced by interpretations
of religious principles are contradictory to the
principle of equality in rights an dignity. Discrimination, including the use
of violence, often remains hidden because women are frequently unaware of their
rights. GIZ-Strengthening Women’s
Rights (SWR) is
looking for 1 (one) qualified Provincial Advisor/Internal Expert/Technical
Professional.

A.     Responsibilities
The advisor is responsible for
* managing an area of responsibility aspart of the programme objectives, team agreements and/or agreements with the Principal Advisor/Deputy Team Leader
* supporting the partner (WEB) with technical advice as well as organizational  aspects and further developing the area of in consultation with the Principal Advisor/Deputy Team Leader
* ensuring exchange of knowledge and expertise between selected provinces in the area of policy analysis, awareness raising and data management in consultation with Principal Advisor/Deputy Team Leader
* assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
* innovation and knowledge management

The professional advisor performs the following tasks:

B.     Tasks
1.      Advising the partner institution
In coordination with the Principal Advisor/Deputy Team Leaderthe  advisor
* coordinatesand monitors the development and implementation of project/programme plans and activities in close consultation with WEB
* contributes to planningand implementing the coordination process, joint project/programme activities and work at the sub national level
* deals with the design, preparation and implementation of workshops, seminars and other events on issues connected with the project/programme’s area of activity
* develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives

2.      Networking and cooperation
In coordination with the Principal Advisor/Deputy Team Leaderthe  advisor
* supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with local communities, relevant other organisations, non-governmental agencies and individuals in the project/programme environment and with other projects to improve and maintain good working relationships
* communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project/programme

3.      Knowledge management
In coordination with the Principal Advisor/Deputy Team Leaderthe  advisor
* ensures knowledge transfer to project/programme information
* develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
* draws up reports and presentation documents
* prepares appropriate input for various project/programme reports including annual reports, and contributes to the other reports required by the Principal Advisor/Deputy Team Leader

4.      Coordination tasks
In coordination with the Principal Advisor/Deputy Team Leaderthe  advisor
* assists with provincial project planning, implementation, management, monitoring, quality management, evaluation, communication and documentation
* coordinates relevant project activities at local level in consultation with the Principal Advisor/Deputy Team Leader and in cooperation with the WEB, both as regards implementation and preparing organisational aspects
* compiles the relevant information for joint activities and assignments
* coordinates the use of office and transport capacities in accordance with the agreement on the use of facilities at the relevant office location


5.     Finance and accounting
In coordination with the SWR Office Manager  the  advisor
* is responsible for financial management, such as cash withdrawals, payments, keeps the original receipts, stamps and sends it to GIZ SWR Jakarta
* make requests for funds and send it to GIZ SWR Jakarta after approval from the Principal Advisor.
* Do other administrative assignment (such as procurement, settlement travel cost etc) in accordance with GIZ Regulation and consultation with GIZ SWR Jakarta


C.     Required qualifications, competences and experience
Qualifications
* masters/MSc in an area that is related to the project/programme objectives, with a focus on a relevant field

Professional experience
* at least 3years’ professional experience in a comparable position

Other knowledge, additional competences
* very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
* fluent written and oral knowledge of Englishlanguage, German would be an asset
* willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
* strong analytical, organizational and networking competences


D. Contract Period
§  Contract period
of the Technical Professional is on 1st of June-31st December 2013, and could be extended
depending on staff performance, and project’s need.

Duty Station :
Samarinda, East Kalimantan
