Zusammenarbeit (GIZ) GmbH is a German international cooperation enterprise for
sustainable development with worldwide operations

Women rights have been guaranteed by the Indonesian Constitution, through ratification of the international
Convention on the Elimination of All Forms of Discrimination Against Women as
well as other laws such as the law against domestic violence. In addition, a Presidential Decree in 2000 made gender mainstreaming mandatory in all government policies
and programs. Following the issuing of Presidential Decree, gender equality is
also considered as one aspect in the vision of Indonesia’s Government Long Term
Planning 2005 – 2025.  Furthermore, gender mainstreaming is one of the
three mainstreaming principles in National Medium Term Planning 2010 - 2014.
Therefore, various efforts have been made to ensure women’s rights and gender
equality as integrated parts of governments’ policies and programs at all
levels.
Despite this, Indonesia is facing significant challenges from
ensuring equal rights for men and women. The country’s
extraordinary sociocultural diversity is a particular barrier to promoting
equal rights. Indonesia’s patriarchal system of values ascribes a traditional
role to womenand men, and the rigidity of gender roles within the country’s
250-plus ethnic groups varies widely.
The diversity of national laws andinterpretations of religious principles along withthe role of custom and practice make it difficult to enforce women’s
rights. Moreover, national marriage legislationwhich is partly influenced by interpretations
of religious principles are contradictory to the
principle of equality in rights an dignity. Discrimination, including the use
of violence, often remains hidden because women are frequently unaware of their
rights. GIZ-Strengthening Women’s
Rights (SWR) is
looking for 1 (one) qualified Specialized Assistant.

A.     Responsibilities
The Specialized
Assistantis responsible for
* supporting the partner (WEB) with technical advice as well as organizational  aspects and further developing the area of in consultation with EH and other SWR experts
* ensuring the GIZ support to the partner responsibility in accordance with the specified GIZ quality standards
* supporting toexchange of knowledge and expertise between selected provinces in the area of policy analysis, awareness raising and data management in consultation with EH and Principal Advisor/Deputy Team Leader
* maintaining of a good flow of communication and information between all involved institutions and counterparts and GIZ at provincial level as well as SWR team in Jakarta
* implementing daily operational/administrationaspects of all issues related to the project at provincial level
* ensuring that the project office runs smoothly

The technical professional performs the following
tasks:
B.     Tasks
1.      Organizationand coordination
The Specialized
Assistant
* assists in preparing and conducting project activities and carries out other activities required for implementing these components
* coordinates the use of office and transport capacities in accordance with the agreement on the use of facilities at the relevant office location
* supports EH in carrying out their work in capacity buildingand advocacy forwomen’s rights
* assists the project with all organisational and management issues
* regularly consults with the SWR Office Manager for the contract and cooperation on all project activities
* supports toidentify the needs of government institutions at provincial level
* supports the EH in his/herresponsibilities for preparing, implementing and documenting training events, workshops, forums, team meetings and other project activities

2.      Communication and networking
The Specialized
Assistant
* supports to maintain contact with all important stakeholders
* supportsknowledge management: collects, processes and distributes relevant information

3.       Finance and accounting
The Specialized
Assistant
* is responsible for financial management, such as cash withdrawals, payments, keeps the original receipts, stamps and sends it to GIZ SWR Jakarta
* makesrequests for funds and send it to GIZ SWR Jakarta after approval from the EH.
* does alladministrative assignment (such as procurement, settlement travel cost etc) in accordance with GIZ Regulation and consultation with GIZ SWR Jakarta

4.      Other duties/additional tasks
The Specialized
Assistant
* performs other duties and tasks at the request of management

C.     Required qualifications, competences and experience
Qualifications
* university degree in an area that is related to the project/programme objectives, with a focus on a relevant field (equivalent to BA)

Professional experience
* At least 1 years’ professional experience in a comparable position

Other knowledge, additional competences
* good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
* strong analyticaland organisationalas well as self-managementcompetence
* willingness to travel regularly
* very good knowledge of English language
* willingness to build capacitiesas required by the tasks to be performed – corresponding measures are agreed with management

D. Contract Period
§  Contract period
of the Specialized Assistant is on 1st of
June-31st December 2013, and could be extended depending
on staff performance, and project’s need.

Duty station :
Mataram, Nusa Tenggara Barat
