*BACKGROUND  *

Mass media un-doubtfully plays a crucial role in forming public opinion. In
the administrative reforms sector, media also plays significant roles as a
watchdog to the bureaucracy performance, and attracting the Government
attentions on the public’s expectation for public service improvement.
Therefore, it is very important for the Ministry of Administrative Reform
(KemenPAN&RB) to share to the journalists on Bureaucratic Reform (RB)
issues in order to gather better public support.



In this regard, MSI as the implementer of Strengthening Integrity and
Accountability Program known as SIAP 1, which is funded by USAID, is
providing support to KemenPAN&RB to develop a training module and will
conduct training to Journalist on Bureaucratic Reform. Considering that the
training will only able to reach very limited numbers of journalist, hence
MSI and KemenPAN&RB will develop Handbook for Journalist on Bureaucratic
Reforms which is expected to reach broader journalists.



Management Systems International (MSI) will engage the services of a
professional consultant to help the Ministry develop a handbook of RB for
the journalists. The consultant will work closely with the KemenPAN&RB in
developing the handbook.



*OBJECTIVE*

Comprehensive and user-friendly handbook on bureaucratic reform issues for
the journalists produced



*SCOPE OF WORKS*

Breakdown of allocated time is as follows:

* *

1. 5 days for :



ñ  Review existing bureaucratic reforms regulations, and government
programs on BR to get better understanding of bureaucratic reform issues.

ñ  Brainstorming with the KemenPAN&RB working group to determine the
outline.



2. 10 days for :



ñ  Developing draft of outline of the handbook and consult it to the
KemenPAN&RB working group

ñ  Writing first draft of the handbook based on approved outline and
consult it to the KemenPAN&RB

ñ  Presenting the first draft to the KemenPAN&RB working group.



3. 10 days for :



ñ  Revise the draft of handbook based on inputs from KemenPAN&RB working
group.

ñ  Presenting the revised draft to the KemenPAN&RB working group.



4. 5 days for :



ñ  Finalizing the handbook based on the approved draft

ñ  Final draft of book (based on feedback from the KemenPAN&RB working

*CONSULTANT’S REQUIREMENT*

The candidate must meet the following requirements:



ñ  Individual consultant

ñ  Having the ability to provide services as consultant

ñ  Having experiences as editor and have at least 5 years experience in
developing handbook for journalists

ñ  Have in-depth understanding on government bureaucracy (knowledge on
bureaucratic reform issues will be an advantage)

ñ  Having a good performance, and not being black-listed in any state
agencies or state owned companies

ñ  Not in the supervision of the court, not in a  bankrupt condition,
and/or not serving criminal sentences

ñ  Not provide false statements about their competencies and professional
skills.
