General Background
OXFAM is a development, relief, and campaigning organisation dedicated to finding lasting solutions to poverty and
suffering around the world. We believe that every human being is entitled to a life of dignity and opportunity; and we
work with poor communities, local partners, volunteers, and supporters to help this become a reality.

OXFAM was started in 1942 to offer help to thousands who were starving in Greece and has been offering help ever
since. Wherever people are suffering – because of a natural disaster like a flood or drought, a man-made disaster like
a war, or the silent disaster of poverty – OXFAM will offer help.

While that simple, urgent role remains, much else has changed. OXFAM has become an international family of
organisations. In the UK it is a chain of high street shops, a trader importing foods and crafts, a major voice in the
debate about poverty, and above all a charity supported by 30,000 volunteers and 500,000 donors. In 2000/2001 our
income was over £180 m.

In over 70 countries around the world OXFAM supports local organisations which in turn work with local people to
devise and put in place their own solutions to problems they have identified themselves. Local people do the work;
OXFAM provides help and advice; and things start to get better. When disaster strikes: we in OXFAM also sometimes
do the work ourselves.

Invitation To Tender Process

OXFAM is issuing this tender to select its framework agreement supplier for Media Monitoring and Analysis
Service. The chosen supplier/s will then be expected to fulfil all of OXFAM’s requirements for next one year period,
with possibility of extension after review. Oxfam will only consider changing supplier if its Framework Agreement
supplier was unable to supply our needs within a required timescale, if levels of service were inadequate, if pricing
becomes un-competitive or if significant changes occurred in the market place/within OXFAM.

This invitation to tender has been issued for the sole purpose of obtaining offers for the supply of goods or services
against the specification contained within this document. OXFAM reserves the right not to enter into or award a
contract as a result of this invitation to tender. OXFAM also reserves the right to terminate any contract issued as a
result of this ITT as set out in the contract terms and conditions. Successful tenders will be expected to enter into a
formal contract with OXFAM, which will be supported by a Service Level Agreement.

The onus is on the supplier to ensure that their offer is complete and meets OXFAM’s requirements. Failure to comply
may lead to the offer being rejected without any reason being given. Please therefore ensure that you read this
document carefully and answer fully all questions asked.
