ASIA-PACIFIC PROGRAMME
Working closely with local
partners, the Asia-Pacific Programme currently includes a broad range of
species and landscape targeted conservation initiatives in Cambodia, China,
Indonesia, Philippines, Vietnam, Lao PDR and Myanmar, and has country programme
offices in Phnom Penh, Nanning, Jakarta, Manila and Hanoi. Around 70 projects
are being implemented in the region by a team of approximately 200 staff,
consultants, volunteers and partner organisations with an annual regional
budget of approximately USD 9 million.
INDONESIA PROGRAMME
The Indonesia Programme is the
largest in the Asia-Pacific Programme with an annual budget in the region of
USD 3 million. FFI began working in Indonesia in the 1990s with a number of
species focused projects including tigers, elephants and the Javan Hawk Eagle.
As the programme evolved, landscape level initiatives for elephant conservation
were undertaken in Aceh Province. In the past five years, the programme has
grown to include initiatives on sustainable palm oil and high conservation
value forest in Kalimantan, NGO network support in Jambi, REDD+ developments in
Kalimantan and Papua, biofuel development on Lombok and urban conservation in
Jakarta. The Indonesia Programme also continues to prioritise species
conservation initiatives in Sumatra and Kalimantan.
THE OPPORTUNITY
FFI is seeking an experienced
and dynamic Manager to lead its Aceh Projects, which focus on forest
protection, wildlife management, climate change mitigation and marine and
coastal resource management.
Candidates will possess an MSc
level qualification in a relevant discipline and a minimum of five years’
experience working in the fields of nature conservation, ecosystem management
and/or community engagement, within an international conservation environment.
Previous experience of
managing World Bank and European Union budgets and understanding of their grant
regulations are key, as is an ability to liaise effectively with a range of
project stakeholders, principally provincial and national government
institutions. You will be fluent in both Indonesian and English, be able to
write clearly and articulately in English and act as a mentor to the staff and
partners who you will supervise as part of the project team. The Projects
Manager must be able to integrate fully into the management systems and
processes of the wider Indonesia and regional Asia-Pacific programmes.

Gross Salary Range: Negotiable

Location: Banda Aceh, with regular travel to field locations within Aceh province,

Hours of Work: This
is a full-time position, working Monday to Friday from 9.00am to
6.00pm with a one-hour lunch
break (8 working hours per day)

Manager
Oversees: The incumbent will supervise technical, finance and administration staff
and consultants of FFI’s Aceh Programme
Line Manages: Aceh Programme technical coordinators and consultants
Objective:
To ensure: i) the smooth running of the Aceh Projects;
and ii) delivery of high quality and timely outputs and outcomes as stated in
donor grants.
Main Duties:
1. Provide leadership, technical guidance and day-to-day management and co-ordination of the activities of the Aceh Projects.
1. Provide mentoring and supervision of the FFI teams responsible for delivering the activities specified under the Aceh Programme grants (notably work plans and logical frameworks).
1. Liaise with national and provincial government authorities, civil society and international NGO partners on the design and delivery of project activities.
1. Direct, support and supervise the Projects’technical teams – species conservation, climate change, forest crime and investigation, rural livelihoods and marine and coastal management – in the implementation of their respective work plans and achievement of their targets. Technical areas include:
4.1. Forest and wildlife management
· Develop a REDD+ climate change policy framework in Aceh through a
multi-stakeholder process.
· Strengthen the role
of the multi-stakeholder forum to address priority climate change issues in
Aceh.
· Demonstrate
how a multi-stakeholder network can be established to prevent illegal logging.
· Improve
the socio-economic welfare and integration of Community Rangers (former
combatants, illegal loggers and wildlife poachers) through the provision of
employment and strengthened livelihoods linked to sustainable forest management.
· Assist
the development and institutionalization of Community Ranger teams with
sustainable financing mechanisms (e.g. a combination of provincial/district
budgets, self-generated income, public/private partnerships).
· Support
the implementation of adaptive management (SMART-based) law enforcement
patrolling to protect threatened wildlife species.
· Support
human-wildlife conflict management through Conservation Response Units (CRUs).
· Collaborate with
provincial and district governments to ensure sustainable funding for core Ulu
Masen forest management activities (such as community rangers and CRUs).
· Trial
innovative technology for improve wildlife and forest management, such as the
use of conservation drones.
· Support biodiversity
and ecosystem research and monitoring.
· Support the design
and implementation of conservation training programmes for partner institutions.
4.2. Locally Managed Marine Area (LMMA) network
establishment
· Support
the operation of sub-national (provincial, district and sub-district) decision-making
management bodies.
· Complete
implementation of LMMAs in eight districts.
o Supervise the
operation of conflict resolution systems in eliminating illegal fishing.
o Support policy, site
management plan and institutional development in priority LMMAs.
o Oversee the
socialization of project aims and objectives in non-priority LMMAs.
· Support
the collection and analysis of monitoring data for key indicators (threat,
biological and socio-economic).
· Support
the finalisation of an integrated LMMA network.
5. Activity and progress reporting, work plan development, and
implementation and impact monitoring.
6. Ensure appropriate and rigorous use of project financial and operational
procedures.
7. Prepare budgets to support implementation and oversight of project
expenditures to ensure that they are in accordance with agreed plans.
1. Develop and maintain positive relationships with project partners (including donors), relevant authorities, NGOs, and other institutions to ensure sharing of information, and dissemination of lessons learned.
1. Strengthen understanding of and build support for project goals among communities, and government officials at provincial and local levels through meetings and workshops.
Other duties:
1. Support measures to ensure that day-to-day implementation of Aceh Programme operations are conducted to a high standard of health, safety, welfare, environmental good practice and cultural sensitivity.
1. Support measures to ensure that FFI policies and guidelines are followed within the implementation of the Aceh programme.
1. Other duties as required and directed by the Indonesia Programme Country Director.
1. Conduct weekly meetings with the Finance and Administration team.
1. Conduct monthly meetings with the technical team.
Specific outputs:
1. Develop work plans and budgets as required under standard operational requirements.
1. Develop donor reports and ensure their high quality and strict adherence to submission deadlines.
1. Support operational teams to ensure appropriate record keeping and documentation systems in line with FFI and donor requirements.
1. Support on the development of new project concepts and in fund raising for the Aceh Programme.
PERSON SPECIFICATION
Essential Desirable
Skills · Strong management and coordination skills
