Background
Yayasan Rumah Energi (YRE) has entered into an
agreement with Hivos to assist in the implementation of the Indonesia
Domestic Biogas Programme, also known as BIRU Programme, which will
continue until 31 December 2013. The BIRU Programme aims at the
development of the Indonesia domestic biogas sector and build at least
8,000 biodigesters before the end of the programme. Under IDBP YRE is
expected to produce 3,545 biodigesters during 2013, providing access to
biogas for 17,725 people.
The overall objective of the Indonesia
Domestic Biogas Programme is to disseminate domestic bio-digesters as a
local and sustainable energy source through the development of a
commercial, market oriented sector in selected provinces.
For this
project, Yayasan Rumah Energi is looking for a dynamic Indonesians
national to fill the following positions:

OFFICER (JAKARTA)
JOB DESCRIPTION:
Database and Partners Coordinator
is part of the core team headed by the International Programme Manager.
The team consists of an international Technical Advisor, Technical Staff
and Administrative staff.
The team's responsibilities range from
coordination and technical support, to administration, accounting,
monitoring and knowledge exchange. It provides technical support at
provincial and national level in various ways, such as facilitating
mobilization of resources, negotiations with stakeholders, preparations
of training and promotion materials, liaise with credit providers and
various local institutions, all aimed at making the programme a success.
Another important task is the provision of support to the province-based
offices. The team has a coaching, stimulating and backstopping role.
Furthermore the centralized knowledge facilitates comparison and
improves efficiency and effectiveness of each aspect of the provincial
programmes. The team maintains a uniform monitoring and evaluating
system enabling the provincial office to professionally provide support
to the biogas sector actors in each target province.
RESPONSIBILITIES
& TASKS:
Partner coordinating responsibilities:
* Draft, discuss,
negotiate and finalize partnership agreements, contracts and other
agreements with stakeholders (gov, NGOs, private sector, cooperatives).
* Conduct monitoring and evaluation activities for construction
partners as well as provide support and advice for partner's strategies
development.
* Assist in discussing, drafting and updating of standard
operation guidelines for the IDBP.
* Contribute to Programme
development strategies.
* Assist the Programme Manager in additional
tasks as requested.
Support for the day to day office running,
including:
* Collect, organize and file all incoming data reports,
including pra-cons forms, household agreements, completion reports,
quality control reports, GPS coordinate date and any other data which is
entered in the IDBP MIS
* Track all documents which are missing,
verify the quality and completeness of the reports before entering the
data
* Contact the sender of the data at provincial level to ensure
that data is complete and if necessary re-sent to the NBPSO
* Enter
all data in the IDBP MIS as required in cooperation with IT officer
*
Prepare monthly reports on the last working day of the month or fist day
of the following month
* Prepare reports as requested on the last
working day of the month or first day of the following month
* Assist
NBPSO and PBPO staff to undertake payments of invoices by verifying the
reports with incoming and other ata
* Assist NBPSO and PBPO staff in
renewing of partnership agreements, warning two months before
partnerships agreement are expired and provide information about any
issue related to the partnerships agreement to Biru staff and CPOs
*
Maintain and update CPO contact lists (CPOs, masons, supervisors),
training information (participants, gender-specific, number and kind of
training sessions) and other relevant data for IDBP
* Perform other
administrative duties as requested by the BIRU management and/or
YRE.
REQUIREMENTS AND SKILLS
* Minimum D-3
* Minimum 2 years work
experience, preferably in similar industry
* Minimum 1 years
experience in similar position/responsibility
* Fair proficiency in
English
* Proficient in MS Office especially in MS
* Excel and
database system.
* Ability to prioritize and manage multiple projects
simultaneously and follow through on issues in a timely manner
* Prior
experience with general office administration tasks
