ACF Immediate Vacancy - Mental Health and Care Practices Program Manager, base Kupang

emergency situations and conflicts.
Currently,  ACF Indonesia Mission is seeking a qualified candidate for the position of Mental Health and Care Practices Program
Manager, to be based in KUPANG, East Nusa Tenggara/ NTT.


Initial Contract duration : 6 months with
possibility of extension
Reporting to : Program Coordinator

Starting date : 1 September 2013

Educational
/ Professional Background:
Degree as Psychologist, psychiatrist or psychomotrician

Required Competences & Skills :            
Experience in clinical and psychosocial work is
required
Humanitarian experience is NGOs
Experience in training and technical supervision
Experience in
prevention program and community-based psychosocial work
Required
Experiences :
Attentive – Sense of
confidentiality – Clinical experience – Good communication and adaptation
capacity – Good relations with people – Project management and training
capacities –Experience in team supervision – Maturity – Humanitarian experience
an asset – Good knowledge of English oral and written

Goal :To
implement, to manage and to support MHCP intervention within the context of ACF
Malnutrition Prevention Mission

Objectives of the Position:
1. Implementation & Overall
management of MHCP program
Ø Implements and follows up the psychosocial
activities within the context of malnutrition prevention activities deployed by
ACF;
Ø Ensures monitoring of the program evolution;
Ø Collects and analyses the care practices and
psychosocial data to provide for program capitalization;
Ø Cooperates with Head of Department to propose
strategy and program improvements;
Ø Contributes to the design and update of the country
MHCP strategy.

2. Program
coordination & Technical supervision
Ø Closely cooperates with the Nutrition, WaSH and
FoodSec teams in order to ensure a consistency of proposed and on-going
activities;
Ø Shares information gathered with other ACF activity
areas (food security, water and sanitation);
Ø Coordinates activities with the various actors
present in the field (health facilities, NGOs, UN clusters etc);
Ø Participates in Mental Health  & Psychosocial groups and Protection
& Cluster meeting;
Ø Proposes readjustments of the program on the basis
of the results and taking into consideration the context;
Ø Evaluates existing possibilities for program improvements,
especially concerning monitoring tools;
Ø Supervise field woers of MHCP and strengthen
coordination in between others PM based on communication with Nutrition
coordinator.

3. Recruitment & Management of the MHCP team
Ø Identifies human resources’ needs, following the common ACF mission
framework;
Ø Recruits
psychosocial personnel (psychosocial workers) ;
Ø Ensures initial and on-going training of
psychosocial staff on MHCP activities;
Ø Participates in the development of job descriptions
and organizational charts for the team;
Ø Ensures an integrity of activities within the
program in connection with the other program managers (nutrition, FS, WASH);
Ø Provides psycho-social team cohesion through the
organization of internal communications (work meetings, coordination meetings,
training/dynamics workshops);
Ø Maintains the interaction with the ACF team:
participation in meetings, briefings on the operation of the base and the ACF-F
mission, relations with support services (log/admin), etc.;
Ø Ensure the respect of confidentiality of clinical
interviews apart from dealings with the psychologists in charge.

4. Advocacy, Partnership Development &
Representation
Ø Responsible for the coordination with other psychosocial
and/or MHCP actors at field level ;
Ø Represents the MHCP program and the respective
aspect of ACF intervention if HoD is not there.

5. Improving
/ monitoring
Ø Proposes to the HoD improvements for the program
means and facilities;
Ø Provides aces to M&E officers.

6. Reporting
Ø Consolidates the program data and the monthly reports (APR: Activity
Progress Report);
Ø Participates in the preparation of donor reports;
Ø Participates in the capitalization of the program’s achievements;
Ø Is ready to present and to advocate ACF MHCP program to the various
stakeholders (donors, local authorities etc).

Internal & External relations
ü  Communication and coordination with the different departments at mission
level.
ü  Representation and active participation at relevant clusters and
different sub-groups when required.
