REQUEST FOR EXPRESSION OF INTEREST

Background:

In 2010, the Insular Southeast Asian Network on MSM, TG, and HIV (ISEAN) and the Humanist Institute for Co-operation with Developing Countries (Hivos) jointly submitted a regional proposal to the Global Fund for AIDS, Malaria, and Tuberculosis (GFATM) Round 10. The programme, entitled ‘Strengthening Community Systems to Reduce Vulnerability to and Impact of HIV infection on MSM and TG in Insular Southeast Asia’, was approved by GFATM and contract for the grant was signed on 6 October, 2011. This grant has the main goal of reducing (a) the vulnerability and risks of MSM and TG to HIV infection and (b) the impact of HIV on their lives in Insular Southeast Asia. It intends to address critical gaps in supporting and scaling up activities that reduce HIV/AIDS among MSMs and TGs.

As the Program enters its second year of implementation, the Principal Recipient’s Program Management Unit (PR-PMU) based in Jakarta, Indonesia aims to conduct a study comparing the cost efficiency of ICT-based and “regular” BCC interventions. Specifically under this SOW/TOR, Hivos, as the Principal Recipient of the grant, is looking for a Consultant to Conduct Comparative Analysis on effectiveness and value-for-money of conventional and ICT-based BCC methodologies. The consultant will develop the methodology and conduct a BCC survey on MSM and TGs in 1 of the possible 3 countries (Indonesia, Philippines, and Malaysia), through the assistance of the IHP country Sub-Recipients. The consultant main output will be a study on a comparative cost analysis of ICT-based versus conventional BCC methodologies (specifically focused on MSM and TG communities) using desk review and a survey report based on a pilot of a BCC survey in one country.

It is expected that the consultant will participate and undertake these specific activities in relaiton to this engagement:
1. Conduct a study on a comparative cost analysis of ICT-based versus conventional BCC methodologies in Indonesia, Philippines, Malaysia and Timor Leste, using desk review;
2. Develop a validated methodology for a rapid BCC survey in one IHP countries (i.e. Indonesia, the Philippines, or Malaysia);
3. Implement the BCC survey in the country, based on the methodology approved by IHP;
4. Draft a survey report;
5. Coordinate with the IHP Team for the review of the draft survey report, and
6.Submit a final report based on the BCC survey; as well as a study on a comparative cost analysis of ICT-based versus conventional BCC methodologies.

Key Qualifications
1. Experience in the conduct of social research specific for South East Asian countries;
2. Experience in conducting cost analysis of interventions;
3. Experience in program implementation, preferably on HIV-AIDS under a Global Fund Program is preferred;
4. Familiarly with the concerns and needs of organizations related to HIV-AIDS, and with MSM and TGs in a South East Asian regional context,
5. Preferably with advanced degree in public health, research or social sciences;
6. Preferably resident of South East Asia.
7. Fluency in written and spoken English

The selected Consultant or Company will be engaged for a minimum of 25 days distributed within a one and a half month period and to start in July 22, 2013.
