You are invited to submit a proposal for organizing a national workshop on
“Validation Workshop on Local and Indigenous Knowledge on
hydro-meteorological hazards and climate change adaptation” in Dili, Timor
Leste, September 2013.
*Term of Reference*
*Background*
The “Strengthening Resilience of Coastal and Small Island Communities
towards Hydro‐meteorological Hazards and Climate Change Impacts” (StResCom)
is a-three-phase project being implemented by UNESCO Office Jakarta in the
Philippines, Indonesia, and Timor-Leste. The project is funded by the
Japanese Government through its Japan Funds-in-Trust (UNESCO-JFIT). It aims
to strengthen the resilience of coastal and small island communities
towards hydro-meteorological hazards (HH) and climate change impacts in
three countries: the Philippines, Indonesia, and Timor-Leste.
In the first phase of the StResCom project, activities focussed on
developing the conceptual framework on how to best use the available local
and indigenous knowledge (LINK) in each country to improve the capacity of
coastal and small island (CSI) communities in dealing with
hydro-meteorological hazards and climate change impacts. In the second
phase, activities focussed on developing (a) LINK self-assessment tools (to
assess and validate LINK), guidelines, and checklists in identifying and
analyzing LINK to address hydro-meteorological hazards and climate change
impacts; and (b) awareness-raising and educational materials targeting CSI
communities in their local languages.
The first activity of the third phase in Timor-Leste, which will begin in
August 2013, will be a national workshop involving scientists and experts.
*Objectives*
The goal of the workshop is to validate the LINK documented in Timor-Leste
with scientific explanation and the appropriateness and effectiveness of
LINK in contributing to Disaster Risk Reduction (DRR) and Climate Change
Adaptation (CCA). The specific objectives are:
1. to present the LINKs identified and documented in the three field
sites where action research was conducted;
2. to assess the LINK and provide scientific explanations or empirical
evidence of the LINK.
3. to identify the LINK to be integrated with science to develop
educational and awareness-raising materials;
4. to agree on the media to be used for the educational and
awareness-rising materials.
*Outputs*
The expected outputs of the workshop are as follows:
1. LINK validated scientifically or with empirical evidence, to be
used for DRR and CCA strategies;
2. list of LINK that will be used for educational and
awareness-raising material;
3. agreement on the media to be used for the educational and
awareness-raising materials.
*Planned Programme and agenda of the workshop*
Day 1 (full day): · Presentation by UNESCO to give an overview of
the activities of StResCom project and planned activities for
Timor-Leste; ·
Presentations by UNTL-CNIC on documented LINK and the categorization of
LINK based on action research during the second phase;
· Scientists’ reactions on LINKs and their relationship to science.
Day 2 (full day): · Continuation of scientists’ reactions on
LINK ·
Discussions on LINK to be used for educational and awareness-raising
material; · Discussions on media for educational and
awareness-raising materials;
· Finalization of the outputs of the workshop.**
Participants of the workshop The expected number of participants is
approximately 30. Participants are expected to be as follows:
1. Representatives of national government agencies working in fields of
DRR and CCA;
2. Scientists and experts from different specialization such as
sociology, ecology, anthropology, marine science, meteorology, biology,
geography;
3. Researchers involved with StResCom second phase;
4. Representative of UNESCO Office, Jakarta
* **Activities*
UNESCO’s tasks are the following:
1. Develop the workshop agenda and programme;
2. Finalize the list of participants, including speakers/presenters (with
support from UNTL-CNIC and the organizer);
3. Agree on the date and venue;
4. Establish a contract with workshop organizer.**
In close coordination and consultation with UNESCO Office, Jakarta,
the contractor
will organize the national workshop in September 2013. Activities include
but are not necessarily limited to the following tasks:
1. Together with UNTL-CNIC, propose a list of
participants(government stakeholders, scientists, experts),
and send invitation letters;
2. Propose a venue in the Timor-Leste in accordance to the
specified budget;
3. Reserve a suitable venue for the workshop, including necessary
equipment (screen, projector, computer);**
4. Arrange all local transportation for the participants of the
workshop(both international and domestic, if necessary),
including pick-up from the airport to hotel and from hotel to workshop
venue and return, from hotel to airport on their departure date. If the
hotel provides pick-up services, the contractor should consider which is
more effective and efficient;**
5. Arrange accommodation for participants (if necessary);**
6. Provide logistics for coffee breaks and meals for the duration
of the workshop; **
7. Arrange simultaneous interpretation (English – Tetum) if
necessary, by professional interpreters for the duration of the workshop,
including hiring of equipment necessary for interpretation;**
8. Distribute DSA for participants (in line with rules and
regulations of UNESCO);**
9. Collect and copy all presentation materials from the presenters to
be shared during the workshop;**
10. Prepare all workshop kits for the participants;**
11. Arrange all administration, permits, and reporting of the
workshop;**
12. Make documentations and records, and prepare the report of the
workshop;
13. Ensure communication with scientists beforehand so they will come
prepared to discuss LINKs at the workshop;**
14. Submit a final report (technical/substantive and financial) to
UNESCO;**
15. Any other tasks related to the organization of the workshop.**
The contractor shall submit to UNESCO no later than 6 August
2013information on the dates and venue for the workshop, with a
detailed budget
breakdown. The contractor shall submit to UNESCO not later than three
weeks after the workshop, a copy of the final report (including digital
photos and recording); the original receipts and invoices for the use of
the UNESCO funds, and a certified financial statement together with
original supporting documents describing how the UNESCO’s funds were spent
(up to 10% of the total amount is allowed for secretariat expenses).
Timing The
duration of the contract is expected to be 6 weeks.
Eligibility/qualification/experience
requirements: The selected organization must fulfil the following
requirements: - registered as a legal entity in Timor-Leste; -
previous experience in organizing workshops; Budget
The budget will be allocated through the StResCom Project under UNESCO-JFIT
project
The budget breakdown/proposal to carry out these activities should include
the following costs: 1) Rental of workshop venue; 2)Travel and
accommodation for workshop participants, including international (if any)
and local transport (see above “Participants of the workshop” section for
the expected number of participants and where they will be travelling from);
3) Lunch, tea/coffee & snacks for participants; 4) Equipment rental (LCD,
screen, interpretation, and recorder, as necessary); 5) Pens and papers
(stationery); 6) Banner for the venue; 7) CD-ROMs or memory sticks (for
distribution of presentations/final report);
