Reporting directly to - Head of Sub Office IOM Kupang, for administrative matters
- Migration Health Physician (MHP) in Kupang (MHP), and SeniorMigration Health Physician (SMHP)in Makassar, for technical guidance.
Overall supervision by RCA Program Coordinator (Eastern Indonesia Region)and SeniorMigration Health Adviser (SMHA).

II. Organizational Context and Scope
Under the direct supervision of Head of Sub office Kupang and technical supervision MHP in Kupang and SMHP in Makassar and Overall supervision by RCA program coordinator (Eastern Indonesia region)and SMHA in Jakarta, and, the Health Team Assistant will assist in the planning,implementation and monitoring of Health components in close coordination with the relevantunits. In particular, the incumbent will be responsible for the following functions
III. Responsibilities and Accountabilities
1. Provide assistance to MHP to ensure that all health components of the project are implemented in line with logical frame works.
2. Support monitoring and evaluation health programme for asylum seekers/refugees/ irregular migrants under IOM care(IOM beneficaries)in IDC and interception sites in Kupang area.
3. Provide assistance in establishing, maintaining and monitoring health assistancefor beneficiariesin IDC and interceptionsites in Kupang area by providing weeklyfield visitation
4. Liaise with IOM panel health facilities (primary, secondary and tertiary care facilities) to maintain quality assurance respecting IOM procurement and financial procedures and regulations
5. IN close coordination with MHP, liaise with relevant (health)authorities regarding the health issues of IOM beneficairiesincluding their voice as well asinlinewithin IOM Operations guideline
6. Provide assistance to MHP, to identifies and make necessary arrangements for health service in IDC and interception sites with secondary and tertiary care facilities for referral of migrants while respecting IOM procurement and financial procedures and regulations.
7. Ensure that IOM health assistance for beneficiaries adheres to essentials of primary careprinciples, rational utilization of secondary and tertiary health care.
8. Provide support on budgeting preparation and verifying day to day operational needs in providing primary care based health service provisions and facilitation for preventive care and accessing secondary and tertiary care services including payment cycle to implementing partners.
9. Provide assistance to MHP, to ensure that emergency medical referral systems are establish in IDC Kupang and interception sitesefficiently asmedical needs in coordination with relevant authorities and IOM Health/Operations staff in the field.
10. Provide assistance to MHP to manageneed assessment, and health behavior of irregular migrants on a regular basis and inform S/MHP on intervention such as health promotion and other needs on a quarterly basis.
11. Perform such other duties as may be assigned.
IV. Technical Competencies.
a) Knowledge in assisting emergency operations activities;
b) Effectively applies knowledge of health issues in execution of responsibilities at appropriate level
c) Maintains confidentiality and discretion in appropriate areas of work
d) Excellent knowledge of structures and functions of district health office and ministry of health
e) Excellent communication and negotiation skills;
f) Ability to prepare clear and concise reports.
g) Capacity to work effectively, strong strategic and creative thinking harmoniously with colleagues from varied cultures and professional backgrounds.
h) Proficient in computer applications: Ms-Office.
V. Education and Experience
a) Minimum diploma on nursing, midwifery or public health. University degree in Public Health, MedicineandNursing will be highly regarded.
b) Minimum fouryears of working experience including in project management, administration and technical function as health worker.
c) Experience in community development, public health and psychosocial fields related to health system
d) Prior experience working in health insurance and health promotion fields are advantages.
e) Experience in liaising with governmental as well as national and international institutions preferred
VI. Languages
Language: Fluency in English and Bahasa Indonesia both written and spoken is required
