The Australia Indonesia Partnership for Decentralisation (AIPD) is a
five-year program providing technical assistance and capacity building
support to local governments and civil society to better manage public
resources, leading to improved service delivery and reduced poverty.

The program is seeking a qualified person to fill the following vacant
position: *Assistant to Deputy Program Director–Papua and West Papua.*

*Purpose*:

To provide substantive and administrative supports on coordination,
communication and implementation of AIPD and other AusAID programs
coordinated by AIPD Deputy Program Director in Papua and West Papua
Provinces.

*Qualifications:*

   1. Graduate degree in development studies or relevant study fields with
   a minimum of five years experience in similar position.
   2. Deep understanding of GOI’s public financial systems and
   decentralisation issues.
   3. Deep understanding on development and context of Papua and West Papua.
   4. Excellent communications skills (both English and Bahasa Indonesia,
   fluency in English is preferred) and demonstrated well-developed
   interpersonal skills.
   5. Self-motivated and able to work with minimum supervision.
   6. Demonstrated ability to provide high quality reports and other
   outputs.
   7. Ability to travel, particularly to Papua and West Papua Provinces.
   8. Good team player.

Assistant to Deputy Program Director for Papua and West Papua

INTRODUCTION AND BACKGROUND

The Australia Indonesia Partnership for Decentralisation (AIPD) is a
five-year program providing technical assistance and capacity building
support to local governments and civil society to better manage public
resources, leading to improved service delivery and reduced poverty.

AIPD works with GOI and civil society partners to improve local
governments’ capacity to manage their own resources – to prioritise, plan,
budget for and implement their responsibilities in health, education and
infrastructure.

AIPD supports both “supply” (national, provincial and local government) and
“demand” (civil society) side stakeholders, by providing Technical
Assistance and capacity building based on demand from local partners, and
utilising local expertise and institutions. On the supply side, the program
works to help build capacity for improved budget planning and execution in
provincial and district governments. On the demand side, the AIPD
facilitates improved transparency and accountability and strengthen civil
society engagement in budget planning and monitoring.

PURPOSE

The purpose of this position is to provide substantive and administrative
supports on coordination, communication and implementation of AIPD and
other AusAID programs coordinated by AIPD Deputy Program Director in Papua
and West Papua Provinces.

DUTIES AND RESPONSIBILITIES

Responsible for providing effective substantive and administrative support
in the coordination, communication and implementation of AIPD and other
AusAID programs to the AIPD Deputy Program Director for Papua and West
Papua. Duties will include:


1. Preparing timely reports for AusAID’s Papua and West Papua Consolidated
Reporting Framework (CRF).


2. Facilitating and arranging meetings and visits for AIPD and other AusAID
programs to Papua and West Papua.


3. Compiling information and conducting research for the preparation of
monthly



updates and program six-monthly progress reports.


4. Maintaining good relations with government and other development
stakeholders in Papua and West Papua.


5. Providing support for effective information sharing between AIP programs
in order to build AusAID program coherence in Papua and West Papua


6. Coordinating responses to requests for information related on Papua and
West Papua.


7. Providing administrative support to the DPD as required.


8. Working closely with and supporting APDs and their teams to ensure work
plans are produced on time and in line with GoI (Sekber) requirements and
providing technical and management advice on behalf of the DPD AIPD.


9. Providing regular inputs and analysis of the overall implementation of
the program on an ongoing basis.


10. Other duties as required.


OUTPUTS


1. Reports on CRF implementation, include compiled M&E reports from each
AusAID programs in Papua and West Papua Provinces.


2. Visit briefs and talking points, documents and reports.


3. Map of queries.


4. BTORs.


5. Minutes of meetings.


6. Notes to file documents on AIPD implementation.


7. Analysis and reports related to AIPD implementation.


LIAISON / REPORTING

You will report to the Deputy Program Director on all substantive program
issues and to the Contractor Representative on Human Resource (HR) issues.

agreement.

Can be located in Jayapura, Manokwari, Makassar or Jakarta. Makassar is
preferred.
