Chemonics seeks short-term IUU Abatement Specialist / Liaison for the
USAID-funded Indonesia Marine and Climate Support project in Indonesia. The
project’s goal is to support the Indonesian Ministry of Marine Affairs and
Fisheries (MMAF) efforts to achieve sustainability in the marine and
fisheries sector and to improve the response of coastal communities to
near-term disasters and long-term impacts related to climate change.



The objective of this assignment is to strengthen the RPOA secretariat at
the Directorate General of Surveillance, and to build enduring capacity for
international and domestic coordination on abatement of IUU fishing. The
Specialist must have a thorough technical understanding on IUU fishing and
Port State Measures, and the Specialist must be able to communicate with
domestic as well as foreign agencies involved in abatement of IUU
fishing.  The Specialist must also have a thorough understanding on
processes and procedures of the Indonesian government, particularly the
Directorate General of Surveillance.

The Specialist will also function as a liaison between the Directorate
General of Surveillance and IMACS for all issues related to surveillance
and compliance in fisheries management.

The Specialist will be responsible for:



   - Conduct a needs assessment for the RPOA secretariat, including
   articulation of roles, responsibilities, and required skillsets.


   - Articulate a strategy how to sustain the functions of the RPOA
   secretariat, during the period that the RPOA is active as well as beyond
   the life of the RPOA.  The strategy should also include a proposed budget
   for operation of the RPOA, in a format that aligns with GOI budgeting
   procedures.


   - Train and assist current RPOA secretariat officials to effectively
   receive and transmit the coordination committee’s official communications;


   - Train and assist current RPOA secretariat officials to coordinate the
   preparation of agendas and papers for meetings of the coordination
   committee and working groups, as required;


   - Train and assist current RPOA secretariat officials to facilitate the
   compilation and dissemination of data and information;


   - Train and assist current RPOA secretariat officials to prepare
   administrative and other reports for the coordination committee;


   - Train and assist current RPOA secretariat officials to administer
   agreed arrangements and provision of advice;


   - Train and assist current RPOA secretariat officials to publish the
   decisions of and promote the activities of the coordination committee;


   - Train and assist current RPOA secretariat officials to prepare RPOA
   Evaluation Document for 5 Year of its Implementation;


   - At the request of IMACS, organize meetings, and connect IMACS
   consultants and partners to officials in the Directorate General of
   Surveillance.



Qualifications:

   - Minimum of 5 years of experience in fisheries, preferably with direct
   experience working on IUU issue


   - Strong understanding of the Government of Indonesia structure and
   operations, with direct experience with the Ministry of Marine Affairs and
   Fisheries  highly desirable;


   - Proven ability to manage and develop local relationships;


   - Proficient speaking and writing skills in English language as well as
   in  Bahasa Indonesia;


   - Bachelor’s degree required; Master’s degree highly desirable.
