Grant Specialist - KINERJA- Jakarta

KINERJA Project, a local governance program funded by USAID focusing on providing service delivery in the areas education, health and economic services is currently looking for Grant Specialist according to the scope of work below.

General Description of Position:

The Grants Specialist coordinates grant management and monitoring in Kinerja project, ensuring that the grant program has been administered in accordance with RTI and USAID policies and procedures. The Grants Specialist will be primarily responsible for grants solicitation, evaluation, preparation of grant awards and grants modifications, and monitoring of grants technical and financial performance (in cooperation with other project staff). While most work will be conducted in the KINERJA national office, there will be travel for site visits to grantees for pre-award purposes, training, and monitoring during grants implementation.

This position reports to Finance and Operations Manager.

Duties and Responsibilities:

• Work with Finance & Operations Manager, National Specialists and Advisors, Provincial Coordinators, Districts Staff (LPSS, LGHS, LDHE), Province FGOs and M&E Specialists to develop and review NGO workplan, budget and expenditures tracking.
• Submit grant documentation to the Finance & Operations Manager for review and submission to COP, HO and USAID.
• Prepare grant agreements and modification for review and signature by related parties.
• Provide detailed oversight of grants and associated deliverables and reports, send reminders as required to related parties.
• Provides training for grantees on applicable rules and regulations, policies and procedures, guidelines for preparing financial reports
• In coordination with Home Office Sr. Grants Manager, updates grants database in RTI systems; keeping grants documentation and files in the project office for audit trail.
• Coordinates monitoring of grants by project technical staff; ensures timely filing of monitoring grantee online reports
• Conducts periodic grants site visits
• Prepares grants implementation section for quarterly project progress reports
• Reviews advance requests from grantees and endorse them for further approvals and processing
• Reviews progress reports and financial reports from grantees, endorse financial reports for further approvals.
• Conducts grantee financial monitoring, including collection of financial information and supporting documentation from grantees; voucher verification; determination of budget compliance, reasonableness of charges, and cost allocability;
• Conducts periodic market surveys and unit cost checks to insure reasonableness of unit costs for grantees and sub-awardees.
• Close out completed grants

Qualifications required:

• Bachelor Degree in Program Management, Business Administration, Accounting, Finance or related field
• Minimum 6 years of relevant experience in the field of grants management
• Proven track record of effective grants/subcontracts management to achieve project objectives is required.
• Able to work under tight deadlines and managing priorities
• Strong financial management, organizational and interpersonal skills, attention to detail, and ability to work in a team-oriented setting are necessary.
• High standard of personal and professional integrity
• Experience in administering RTI and USAID grants and contract policies, financial regulations, systems and procedures is desirable
• Proficient in MS Excel and working knowledge of any accounting software is preferable
• Able to communicate in both native language and English (written and spoken)
