Request for Proposal : Consultancy service for Mentoring on KIOSK Project

OXFAM Papua is looking for Consultant to support its partners in Mentoring on KIOSK Project

(Please see the Terms of Reference as seen below)

The timeline for this mentoring/consultation will effective for 5 months starts from September 2013, in Nabire - Papua

Terms of Reference

BACKGROUND
The Papua Enterprise Development Program (PEDP) is a 3-year economic development program in Papua and funded by New Zealand Aid through Oxfam New Zealand. The program aims to improve fundamental rights of indigenous Papuan men and women through the development of sustainable livelihood opportunities and increased income. Started from 2011, PEDP has been implemented in 5 districts in Papua and working to develop 5 different enterprises, namely Jayawijaya (Ubi/sweet potato), Paniai (small kiosks), Nabire (Arabica coffee), Jayapura (cacao), and Kepulauan Yapen (vanilla) districts.

Specifically for kiosks project, Oxfam works with local partner, Komisi-PSE, a local faith-based institution under Catholic Church of Paniai. Komisi-PSE has been working to assist 35 small kiosks in 8 surrounding parishes in order to operate and manage their small kiosks serving the daily needs of locals within the neighborhood. In the last two years, series of supports and assistances in terms of financial, tools and equipments, and capacity building activities have been delivered either to partner's staffs and or to assisted kiosks operators. As the guideline for business development, kiosks business plan has been produced with the support from business expert consultant.

In this final year of 3-year programming, Komisi-PSE has managed to establish and run a grocery warehouse in Paniai. This warehouse wholesales groceries (9-primary needs a.k.a sembako, daily household's needs and school needs) to its assisted kiosks. Efforts are still undergone to `translate' kiosks business plans into kiosk operational plan with step-by-step of capacity building plans. In regard to this, continuous and intensive supports especially through mentoring on the business strategy, business practical skills and other vocational trainings are still highly required.

OBJECTIVES
1.To assist partner in strategizing the existing kiosks business plan into an operational plan and provide technical support to partner in implementation
2.To provide on-site technical trainings to partner staffs and kiosks operators on business financial management, kiosks and warehouse management and vocational training (baking training)
3.To promote the existing capacity building to community (kiosk operator) both at strategic and practical areas as applied by partner and assist partners in doing so, including direct coaching to kiosks operators in the field
4.To provide scheduled visits and submit training reports and quarterly progress report on the technical assistance activities, including technical recommendations to resolve existing technical problems encountered by the project.

OUTPUTS
1.Improved understanding and skills of partner's staffs and kiosk operators in basic principles and practices on kiosks management
2.Improved skills and Standard Operating Procedures on warehouse management performed by partner team
3.Improved skills of female kiosks operators through vocational trainings (baking training) for potential income opportunity

DELIVERABLES
•Training/coaching reports (business financial and administration management, warehouse management)
•Quarterly progress report (mid-term progress report, final consultancy report)
•Training modules

SCOPE OF WORKS
The mentor guides the mentee (partners and kiosks operators –as required) through five stages of assistance:
1.Building relationships (Komisi-PSE, church boards, kiosk operators and local communities);
2.dentifying areas for improvement (skill-based capacity building);
3.Responsive coaching and modeling of best practices;
4.Advocating for environments conducive to quality performance and development;
5.Collecting and reporting data/information.

As dynamic situation in the project implemented area which involves resource and geographical-challenged settings, this assignment requires flexibility, ability to work effectively in an evolving political and social environment, facility in coordinating disparate stakeholders and ability to cope with rapid change of direction.

The submission of proposal should include also CV,echnical/methodology, organization/individual experience and budget, detailing several points bellow as the criteria for selecting proposal:

above;
•Overall costs include fee rates, travel costs, etc.

On the basis of the above information, OXFAM shall draw up the shortlist of Consultants. Only shortlisted Consultants will be invited to submit technical proposals.
