Save the Children International Vacancies : 3 Project Officers - SETARA Project, based in Cilincing-North Jakarta

Save the Children currently implementing AusAID NGO Cooperation (ANCP) – Strengthening Education through Awareness and Reading Achievement (SETARA)[1] Project. The ANCP – SETARA project will work with educators and communities to improve literacy outcomes for early year primary students in North Jakarta as well as will work with ECCE Centers in Belu, NTT; The SETARA Project comprised of four main components: ECCE in Belu, Literacy Boost, Health-Hygiene, and Emergency Preparedness in North Jakarta.  To address these important components to education quality in two distinct areas while leveraging other current and future Save the Children projects to maximize effectiveness and efficiency. The Literacy Boost result in the Cilincing sub-district of North Jakarta will address key gaps in primary education quality and community mobilization in support of education. The CSHSR (Comprehensive School Health and Safety Result) will address health and hygiene behaviour change and improve access to health services among students, and address emergency preparedness. These actions will lead to improved attendance and performance in school. The ECCE result in Belu, NTT will improve access to and quality of ECCE services in participating communities, which will lead to improved young learner preparedness for school.

Now we are looking for positions of :


PROJECT OFFICERS - Comprehensive School Health and Safety Result (CSHSR), SETARA Project, (code: POCSHSR-SETARA), based in Cilincing - North Jakarta

The Project Officer Comprehensive School Health and Safety Result (CSHSR) for ANCP – SETARA Project will support Senior Project Officer in implementing all activities of the SETARA Project related to CSHSR in target primary schools in North Jakarta. S/he will be responsible for technical activities related to programmatic implementation and monitoring of all project activities, S/he will also involve in the development of the project workplan.  S/he will ensure that all activities included in the implementation plan are well implemented and outcomes are assessed.  S/he will report to the Senior Project Officer, and be supported by a finance and administration, including logistic team in North Jakarta sub office.

JOB RESPONSIBILITIES

Oversight and Management of Program Implementation and Quality

•         Work closely with teachers/tutors, principals, school committees, and other stakeholders to implement SETARA project activities in North Jakarta according to the established project workplan.

•         Train and mentor education stakeholders on improving the quality of education in communities as well as CSHSR issues.

•         Close collaboration with local stakeholders including establishing and developing strong and effective relationship with key district government officials and non-governmental stakeholders. This will include collaborating with the local government on school selection, coordinating teacher training, reporting, and project public events such as results dissemination. It will also include mobilizing communities in support of this project.

•         Together with Senior Project Officer and M&E Officer, he/she will provide preparation of the baseline, midline, and endline assessment of SETARA Project.

•         Together with the Senior Project Officer, M&E Officer and with assistance from other staff, develop an effective monitoring, evaluation and reporting system (including documenting all activities and results) to ensure the effectiveness of project implementation.

•         Undertake Advocacy –in coordination with line manager--, with stakeholders in the target areas to ensure the adoption of Save the Children approaches to quality basic education for marginalised children.

•         Facilitate activities to increase awareness rising on comprehensive school health and safety, including disaster risk reduction component.

•         Work closely with communities to ensure their acceptance and actively participate in the project.

•         Develop, maintain and improve close-relationships with government officials and partners to ensure constructive working relationships that would contribute to the learning and sustainability of the programme, particularly the school health and disaster risk reduction component.

•         Participate in project monitoring and evaluation including contributing information for the elaboration of accurate and timely reports.

•         Participate in relevant meetings with local authorities and other stakeholders on topics related to the implementation of the project.

•         Develop excellent communication and cooperation within the team and between the different education projects in North Jakarta.

•         Represent the organization on the absent of SPO

•         Conducted other related duties as assigned

Financial and Administrative Management

•         Coordinate with the Finance and Administration unit in North Jakarta Sub Office to produce accurate and timely financial and administration reports

•         In coordination with Logistic and Procurement Officer, S/he will work on appropriate logistics management including procurement, fleet management, and provision of goods and materials to communities

•         Adequate security controls are in place in accordance to the North Jakarta district security plan

QUALIFICATIONS

Education & Skill

•         Minimum of 3 years experience in a project with contractor, corporate, or NGO environment, including significant field implementation experience
•         Experience working in urban slum area is and advantage
•         Good communications skills including experience in training and mentoring
•         Excellent organizational skills including report writing
•         Ability to work with children
•         Good interpersonal skills
•         Good negotiation and advocacy skills
•         Computer literate
•         Able to drive a motorcycle

  *   Fluency in written and spoken Indonesian, strong English written and spoken skills

Experience & Knowledge
•         Previous successful experience in development projects, preferably education projects in rural areas
•         Previous experiences working in slum area and/or particularly in North Jakarta is an advantage
•         Previous experience working with local governments
•         Good knowledge and ability to work to mobilize communities & development issues
•         Good understanding of children’s issues in Indonesian context & education system
•         Knowledge in school health and disaster risk reduction issues will be an advantage & local context
•         Financial management experience and knowledge
•         Ability to work with minimum supervision

The Project Officer Literacy Boost (LB) for ANCP – SETARA Project will support Senior Project Officer in implementing all activities of the SETARA Project related to Literacy Boost approach in target primary schools in North Jakarta. PROJECT OFFICER - Early Childhood and Care Education (ECCE) – SETARA (code: POECCE-SETARA), 1 position, based in Belu-NTT

The Project Officer ECCE for ANCP – SETARA Project will support Senior Project Officer in implementing all activities of the SETARA Project in target ECCE centers in Belu, NTT. S/he will be responsible for technical activities related to programmatic implementation and monitoring of all aspects of project activities, S/he will also involve in the development of the project workplan.  S/he will ensure that all activities included in the implementation plan are well implemented and outcomes are assessed.  S/he will report to the Senior Project Officer, and be supported by a finance and administration, including logistic team in Belu, NTT.

•         Participate in project monitoring and evaluation including contributing information for the elaboration of accurate and timely reports.

•         Participate in relevant meetings with local authorities and other stakeholders on topics related to the implementation of the project.

•         Develop excellent communication and cooperation within the team and between the different education projects in Belu, NTT.

•         Represent the organization on the absent of SPO
