GRM International is seeking applications for a Project Operations
Manager (III) to ensure cost effective, timely and specification
compliant project delivery on a large poverty reduction project. The
position will be based in Jakarta, Indonesia.
Responsibilities:
The Project Operations Manager (III) will support GRM Project(s) through
providing scheduling, operational, financial and compliance support for
assigned international projects to ensure cost effective, timely and
specification compliant project delivery. Specifically, they will be
expected to:
* Participate in the development and maintenance of project
workplans;
* Support project advocacy on behalf of the Company with clients
and stakeholders;
* Approve field funding requests based on projected activities;
* Approve expense codes of field vouchers and all other project
expenses, ensuring expenses are tracking to forecast;
* Support development and presentation of Internal Project Reviews
and ensure quality of input;
* Ensure quality of necessary program-related reports for internal
and external distribution (e.g. Environmental Compliance, Subcontractor
Utilization, Cost Share Contribution, VAT Taxes Paid, Equipment
Inventory, Document Inventory)
* Act as coordination point for subcontractor, consultant and
vendor work orders and invoices;
* Review client invoices and work with Commercial Management Group
and Project Accounting Group to correct invoice errors and train
relevant staff to eliminate repeated errors;
* Monitor, reconcile and report expense advances on a monthly
basis;
* Monitor and report on a monthly basis the status of partner
budgets/invoicing and grants;
* Train field staff in operations related matters (e.g. purchasing,
employment, records management, inventory management and compliance);
* Monitor and ensure quality of field procurement;
* Facilitate and ensure high quality project start-up and closeout;
* Manage/approve where within authority contract action requests
(e.g. travel, personnel additions/changes, partner, grant, budget
realignment);
* Provide significant input and coordination for proposal
development.
Selection Criteria:
The successful candidate will possess:
· Relevant bachelor's degree; master's degree
(preferred)
· Total minimum of 7 years relevant work experience
· Minimum 3 years managing AusAID projects, or projects of
another bilateral donor, including managing long and short term
consultants, project start-up & closeout, achieving milestones and
interpreting project plans
· Minimum 2 years of people management experience, including
setting clear performance objectives, managing for results, giving and
receiving feedback, performance evaluation and mentoring and coaching
consultants/employees
· At least 2 years of experience in a developing country or
similar environment
· Excellent written and verbal communication skills in
English and Bahasa Indonesian (preferred)
· Knowledge of Indonesian public sector and experience
working with government agencies (preferred)
· Experience working on Poverty Reduction projects or
initiatives (preferred)
