External Consultant on Most Significant Impact for an Evaluation Study

Wahana Visi Indonesia is a Christian humanitarian organization working to create lasting change in the lives of children, families and communities living in poverty. Wahana Visi Indonesia has been working for more than 15 years, employing more than 800 staff  in the programs and serving 1,400 of the poorest villages.

Wahana Visi Indonesia is a local humanitarian organization that implements most of World Vision programs in Indonesia.  World Vision is one of the world’s largest international Christian humanitarian aid organizations. It has been working in Indonesia for more than 50 years and  focusing on programming effort on health, education and economic development across transformational development, humanitarian emergency affairs and advocacy ministries.

Wahana Visi Indonesia is currently seeking the following position : External Consultant on Most Significant Impact for an Evaluation Study
Number of consultant:  1 (one)
Period of service: 20 days (including travel time)
Expected starting date:
11 – 12 Nov 2013: Jakarta office
13 – 29 Nov 2013: Waikabubak, West Sumba office
30 Nov 2013: Jakarta office
Location: Jakarta and Waikabubak-West Sumba
Output of the assignments: two reports as follows:
1.  an evidence based report (in good English) of interventions identified in the project with significant impacts.
2.  a recommendation report (in good English) on the structure of a program’s evaluation report
Report Submission by email on Monday, 2nd December 2013.

Descriptions:
An evaluation study has been conducted and requires assistance of an external consultant to analyze the data collected specifically on defining and describing the most significant impacts of the interventions. An external consultant will assist the project staff to analyze and collect data regarding the impact chain of at least four (4) interventions that had been done by the project.

The incumbent shall be responsible for the following tasks:
Impact Chain Documentation
Together with the project staff:
a.    Complete the list of interventions from the start of the project in 2000 until 2013.
b.    Identify the impacts of these interventions. (quantitative data and qualitative data)
c.    Using the list, identify at least four (4) interventions that have the most significant impacts.
d.    Identify the interventions with most significant impacts based on the impact scale in improving the life quality of the beneficiaries and community at large.
e.    Describe in details the description of these interventions with most significant impacts (what was done, when, how much / how often, for whom, ... etc.) according to the techniques of most significant impacts.
f.    Describe in details the impact chain for these interventions (detailed description of impacts in terms of scope of impact and examples like change stories)
g.    Produce a report of complete interventions identified in the project and complete descriptions of interventions with most significant impacts.
h.    Develop the structure for the evaluation report
The program will provide data collection, most significant stories, design document and other documentations that have been collected so far for early readings and reference of the consultant.
