Oxfam Request For Proposal: Consultant Final Evaluation : Building and Deepening Resilience in Eastern Indonesia Project, based in Jakarta

Consultant  Final Evaluation : Building and Deepening Resilience in Eastern Indonesia Project

Oxfam has been implementing Building and Deepening Resilience in Eastern Indonesia (BDR) project since June 2012. It is a 18 months project co-funded by AIFDR and DG ECHO.

Purpose
“strengthened capacity of communities, local government and CSOs in Eastern Indonesia to reduce risks and vulnerabilities particularly for vulnerable groups and improve livelihood resilience particularly related to climate change”.

The project has three expected results:

   Increased capacity of sub-national government and non-government actors
   in Papua, West Papua, NTT and NTB provinces to facilitate reduced
   disaster risk focusing on vulnerable groups and stakeholder approache.

   Vulnerable communities in Papua, West Papua, NTT and NTB provinces are
   empowered to increase their livelihood resilience, reduce disaster risk
   and adapt to predicted impacts of climate change.

   Strengthened women’s leadership in DRR at all levels and experiences
   utilised to influence national policies and approaches.

In early period of project implementation, Oxfam has conducted: (1) baseline survey to measure the project indicators as stated in the project log frame, and (2) Knowledge, Attitude, and Practice (KAP) survey to measure the KAP level of the community and district government related to Disaster Risk Reduction and Climate Change Adaptation. Moreover, having undertaken the interventions in collaboration with the local partners, Oxfam considers the importance of conducting an evaluation to identify the changes taken place in the assisted districts and take lessons learned from the BDR project. The finding of the evaluation will be a strategic foundation for Oxfam’s future interventions on resilience in Indonesia.

Objectives

The evaluation aims to obtain evidence from the project sites related to
  the main questions below:
  -   Project achievement compared to the baseline survey result
  -   Project achievement compared to the KAP survey result
  -   Project achievement in terms of Development Assistance Committee (DAC)
     evaluation criteria, i.e relevance, effectiveness, efficiency, impact,
     and sustainability.

Scope of Work

Evaluation location
The evaluation will be held in 4 selected districts out of 6 assisted
  districts in order to meet at least 50 percents of geographical areas are
  measured.
The selected districts are the districts where the baseline has been
  conducted, including Jayapura City, Bima City, Lombok Timur and Flores
  Timur District.

  Details of DAC evaluation criteria

      Relevance:  The  extent  to  which  the  aid  activity is suited to the
     priorities  and  policies of the target group, recipient and donor. In
     evaluating  the relevance of a programme or a project, it is useful to
     consider the following questions:
      ·     To what extent are the objectives of the programme still valid?
      ·     Are the activities and outputs of the programme consistent with the
        overall goal and the attainment of its objectives?
      ·     Are the activities and outputs of the programme consistent with the
        intended impacts and effects?

      Effectiveness:  A  measure  of  the  extent  to which an aid activity
        attains  its  objectives.  In  evaluating  the  effectiveness  of a
        programme  or  a  project,  it  is useful to consider the following
        questions:
      ·     To what extent were the objectives achieved / are likely to be
      achieved?
      ·     What  were  the  major  factors  influencing  the  achievement  or
        non-achievement of the objectives?

     Efficiency: measures the outputs -- qualitative and quantitative -- in
     relation  to  the  inputs. It is an economic term which signifies that
     the  aid  uses the least costly resources possible in order to achieve
     the  desired  results.  This  generally requires comparing alternative
     approaches  to  achieving  the  same  outputs, to see whether the most
     efficient  process has been adopted. When evaluating the efficiency of
     a  programme  or  a  project,  it  is useful to consider the following
     questions:
      ·     Were activities cost-efficient?
      ·     Were objectives achieved on time?
      ·     Was the programme or project implemented in the most efficient way
        compared to alternatives?

     Impact:  The  positive  and negative changes produced by a development
     intervention,  directly  or  indirectly,  intended or unintended. When
     evaluating  the  impact  of  a programme or a project, it is useful to
     consider the following questions:
      ·     What has happened as a result of the programme or project?
      ·     What real difference has the activity made to the beneficiaries?
      ·     How many people have been affected?

     Sustainability:is concerning with measuring whether the benefits of an
     activity   are  likely  to  continue  after  donor  funding  has  been
     withdrawn.  When  evaluating  the  sustainability  of a programme or a
     project, it is useful to consider the following questions:
      ·     To what extent did the benefits of a programme or project continue
        after donor funding ceased?
      ·     What  were  the  major factors which influenced the achievement or
        non-achievement of sustainability of the programme or project?

Time Frame
Final evaluation will be conducted from January 22 to March 10, 2014
