BACKGROUND
SESAMA program in
collaboration with government of Kupang district and Care International Indonesia with the
support of EUROPEAN UNION, have a mandate to provide support in ensuring the
sustainable settlements and livelihoods for those new citizens (ex-IDPs) left
behind in the recovery process and local community through the group’s active
participation in the mainstream development planning and budgeting process
through several activities such as facilitating
the developmental processes Planning, Research, Implementation, Monitoring,
Evaluation (PRIME) at the community level that address the needs of the new
citizens, women and children and the host community in general and its
inclusion for proposed funding at the sub and district levels; Supporting
community “demand” for government ‘supply’ of services through village wide
planning, groups’ capacity building, technical assistance with resource
counter parting or allocation on priority needs of the new citizens, female
headed households and households of the host communities with similar issues
on land security and housing improvements; supporting the general needs of
the community on
development/rehabilitation of water systems, sanitation and school
health facilities and Developing income and food sources through group organizing,
skill training and inputs and facility support. The duration of SESAMA
project is 3 years from 2011 to 2013.
Based on the
implementation result, SESAMA have contributed positively according to the
objective of the program. Some of the achievements of the project are:
1.
RPJMDes in 15 villages is completed and these are
the only villages in Kupang district who has the RPJMDes
2.
Administration system and good governance in 15
village is improved
3.
957 new citizen and 540 local village hold land
certificates (257 FHH)
4.
141 household got land acquisition from
provincial government and land certificate is on process
5.
98 household got land acquisition from government
offices (certificate is not process yet)
6.
Land agreement with local community for 7 farmers
group to use the land for 5 years use.
7.
8 hand washing facilities constructed in 8 school
and 6 is on-going process.
8.
Health messengers in 15 villages trained
9.
Health and hygiene promotion in 15 elementary
schools completed
10.
Water piping system in 4 schools
11.
Improve shelter for 173 new citizens by SESAMA
project and 998 in collaboration with government
12.
60 farmers group trained on agriculture
technique.
Refer to the result
above, it becomes important for Care International Indonesia to draw all the
lessons learned and smart practices from the project and make it as a good
experience to contribute to the development in Indonesia, especially in NTT.
Nevertheless, Care
International Indonesia understood that the experience in implementing SESAMA
program still have some shortcomings and weaknesses, therefore, in order to
enrich as well as to improve the service to the community especially the
uprooted people in the future program and drawing a lessons learned from the
stakeholders participated in the project implementation and documented it for
future project within CARE or partners, Care International Indonesia is
planning to conduct a learning events and exhibitions in Kupang on January
2014.

RESPONSIBILITIES
AND TASKS

1. Develop a workshop agenda (for one day
workshop);
2. Review and select the relevant information
materials, handouts, readings for the workshop.
3. Send all the relevant materials to CARE NTT
office for translation at least 5 days before the workshop.
4. Facilitate the workshop.
5.
Prepare and submit the
relevant workshop report to CARE NTT office.
Expected
outputs/deliverables:
1. Workshop agenda;
2. Materials for the workshop package;
3. One day workshop on learning events and
project phase out
4. A final mission/workshop report to contain
the info on the workshop events (agenda, participants, and materials),
workshop evaluation results.

QUALIFICATIONS
1.
Extended knowledge and
experience of uprooted people, human rights advocacy etc.;
2.
Extended experience in
workshop facilitation;
3.
Knowledge of the
regional context will be an asset.
