External Consultant for Training Modules and Training Tools Development for Female Farmer

The unique Agri-Fin Mobile program works with partners to build sustainable models. Within Agri-Fin Mobile, crop management tools and financial services are "bundled" in affordable, unified platforms on mobile phone channels to promote mass uptake commercially.
The program targets partners with existing financial, MNO and agricultural technical service mobile platforms or applications, or demonstrated interest in developing and investing in them. Agri-Fin Mobile also facilitates development of a business model whereby the bundling process provides an increased value proposition for each partner, such as increased fee income, greater outreach or reduced risks.
Agri-Fin Mobile will achieve two primary results within the 3-year program time frame:
1)    180,000 smallholder farmers will increase farm productivity and food security through improved productivity and financial management practices accessed via mobile based technologies.
2)    A commercially viable business model which “bundles” key services from agriculture industry stakeholders, research and extension institutions, financial service providers, and telecommunications companies, will be developed in three locations ( Indonesia , Uganda , Zimbabwe ) offering detailed examples for replication and scalability.
Over the course of the three year program, Agri-Fin also aims to specifically target 10,000 female farmers in Indonesia .  With funding support from HQ, the Agri-Fin Mobile Program conducted a gender assessment in May to July 2013. The gender assessment was conducted through 20 FGDs with female farmer groups and youth farmer groups in six districts in Karawang District. Each FGD was attended by eight participants and facilitated by one facilitator/ extension worker and one note taker. Ten of the FGDs were attended only by female farmers, and the other ten only by young male farmers.
Findings of the gender assessment include the following:
·         Female farmers say their biggest needs related to agriculture are financing, tools and training.
·         Male and female farmers want the same types of agricultural information from Agri-Fin Mobile, despite their different roles in agriculture production.
·         Female farmers prefer face-to-face communication for training and learning.
Based on the gender assessment, there are three categories of female farmers in Indonesia and each category has different levels of access to agricultural and financial information. The three categories are as follows:
·         Category 1: Female farmers who own land but do not work the land themselves, instead hiring farm workers.
·         Category 2: Female farmers who own land and also work on it.
·         Category 3: Female farm workers who own only small plots of land or no land at all.
Given the low level of participation by young people (aged 15 – 24 years) in the agriculture sector, and particularly the very low participation of young females, the capacity building for 10,000 female farmers will be focused on female farmers aged 25 to 59 years.  With regard to access to agricultural information services and financial services and hand phone ownership, the target beneficiaries of the capacity building are:
·         20% (2,000) female farmers in category 1.
·         50% (5,000) female farmers in category 2.
·         30% (3,000) female farmers in category 3
The role of the consultant is to develop the training modules that will be used for the Training of Trainers (ToT) to Extension Workers and Female Farmers in Category 1 and to develop training modules to implement the training to 10,000 female farmers in category 1, in category 2 and in category 3. The ToT will be implemented in one day and the ToT materials (include discussion, group work, etc.) will be delivered in 8 hours, while training to the participants will be delivered in 3-4 hours.

Key Activities
·         Conduct review of the training modules/material developed by the partners of the Agri-Fin Mobile Program: Mobile Agriculture Information by 8villages, Mobile Payment Services by Bank Andara, and Financial Literacy by the MILES Program of Mercy Corps Indonesia.
·         Prepare training modules and training tools relating to mobile agriculture information, mobile payment services and financial literacy that will be delivered in the ToT for extension workers and female farmers in category 1.
·         Prepare training modules and training tools relating to mobile agriculture information, mobile payment services and financial literacy that will be delivered in the training for 10,000 female farmers.
·         Conduct trials of the training modules and training tools for ToT and for the training for 10,000 female farmers, and make revisions as necessary.
·         Finalize training modules and training tools for ToT and training for 10,000 female farmers.

Deliverables
·         Work plan for training modules and training tools development for ToT and training to 10,000 female farmers.
·         Draft training modules and training tools for ToT and training to 10,000 female farmers.
·         Final training modules and training tools for ToT and training to 10,000 female farmers.
