The Sustainable Urban Transport Improvement Project (SUTIP) is a technical cooperation project in the field of urban transport development, executed by GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH), Ministry of National Development Planning (BAPPENAS) and the Cities of Bogor, Palembang, Surakarta as well as the DIY Yogyakarta. The objective of the project is “The Indonesian cities are increasingly able to implement an environmentally friendly and energy efficient transport system, and hence contributes to sustainable urban development”, is looking for one qualified Advisor

A.        Responsibilities
Under general supervision, the incumbent is responsible to support transportation planning of SUTIP project and coordinate with other professional and support staff and consultants.

This Position possesses a specialized, technical, or functional expertise within the area of assignment.

Incumbent is typically assigned significant responsibility to assist Palembang as one of SUTIP's pilot cities, capacity development in sustainable urban transport area and support transport environment part.


B.        Tasks
    General SUTIP Project

    Analyzes and makes recommendations using advanced transportation planning and statistical methods, modeling, and budgeting and financial analyses;
    Provides guidance to project components in cooperation with other professional staff and consultants;
    Develops work plans and budget estimates for project components;     
    Prepares and conducts public presentations and materials;
    Prepare training materials and conduct training session on sustainable urban transport themes as required;
    Prepares planning reports involving extensive written and graphical material;
    Gathers and analyzes transportation data and information; prepare transportation planning studies and analyses and act as a resource for data used in the course of the project
    Researches planning literature, news articles etc. to prepare abstracts and bibliographies;
    Assists with planning studies or surveys as a team member or performs portions individually under close supervision;
    Answers inquires and disseminates information regarding transportation planning related issues;
    Coordinates and serves as support staff for meetings; attends various transportation meetings as required;
    Develops work plans and project based M+E system for all targeted work in cities, and maintain and update it regularly;
    Assist in the development of BRT improvement concepts in terms of institutional, infrastructure and operator involvement.
    Assist in the development of Transport Demand Management concept for project cities
    Conduct follow-up consultations and discussions on work results with relevant stakeholders, among others:

·         Parliament board
·         Selected city agencies
·         other GIZ projects
·         NGOs, universities, etc
·         Other international/national organizations

    Prepare monthly activity report of project cities by the end of each calendar months
    Assist international experts mission during their mission, in the preparation and follow-up
    Support in manage the office in Palembang on documentation of project substance



General Duties


    Provides support in organizational and management questions
    Consults routinely with advisors regarding all kinds of project activities
    Assist in and/or carry out other project activities and other tasks as assigned
    Undertake further job training related to his/her position and duties, if required. Special training programs shall be identified and selected jointly with the GIZ Principal Advisor

C.        Required qualifications, competences and experience

Formal Education
·           Master’s Degree from an accredited college or university in Transportation Engineering, Traffic Engineering, Transportation Planning or related field;
·           A degree from foreign university is an additional asset.

          Professional Experience
·           The incumbent posseses the required knowledge, skills and abilities that are typically obtained through a combination of training and 5+ years of increasingly responsible experience in the field of transportation planning, urban planning, traffic engineering or related fields;
·           Experience in conducting transport surveys, traffic counts, transport demand model and database building as well as creating traffic simulations is an asset.

          Knowledge of:
·           Modern concepts and principles of sustainable urban transport (high familiarity with this subject is required), if possible, with some international experience;
·           Concepts, principles, techniques, and legal aspects of transportation planning at local, provincial and national level;
·           Research and statistical methods;
·           Budgeting and financial analysis concepts and practices;
·           Community interrelationships;
·           Computer software common to Transportation Engineering (i.e., office package, transportation modelling, AutoCAD, GIS);
·           Project management methods and techniques;
·           Transportation funding sources and processes would be a plus.

          Ability to:
·           Analyze issues and numerical measures associated with transportation planning and engineering projects, including estimates derived from computer models, engineering estimates of costs and benefits, and public input;
·           Assits in estimating and administering budgets for project activities and in managing planning projects;
·           Perform analysis and make recommendations based on findings in studies, field observations, and contacts with public and offcials;
·           Write letters, memorandums, planning and technical reports, and fact sheets designed to be understood by all audiences, including general public;
·           Speak and write effectively;
·           Work independently;
·           Establish and maintain effective relations with those contracted in the course of work.

Other Qualifications:

·           Language skills: proficient in English and Bahasa Indonesia;
·           Excellent writing skills in both English and Bahasa Indonesia.
