SCI seeks a Monitoring & Evaluation Officer for SEHAT & MEMBACA Project, to be based in Kupang

Save the Children is a leading, private child-focused non-governmental alliance of 29 member organizations that works in 120 countries throughout the world.  Save the Children has worked in Indonesia since 1976 to promote health and nutrition, education, child protection, livelihoods, and emergency preparedness and response.  Save the Children is implementing two projects, The Wrigley’s School Health, Hygiene, and Nutrition (SEHAT) project contributes to improving health of school children in two districts (Kab. Kupang and Malaka) and MEMBACA project contributes to attain school children rights to high-quality education and boost their literacy skills in Nusa Tenggara Timor province.  The SEHAT project builds on the 2011-2013 WASH in School Health and Hygiene (WISE) program and has duration of two years from September 2013 through August 2015.  The MEMBACA project builds on the 2012 – 2013 Literacy Boots project in Kabupaten Belu Nusa Tenggara Timur and has duration of three years from January 2014 through January 2016.


Now, we are looking for a position of :
Monitoring & Evaluation Officer (code: Monev-Kupang), 1 position, to be based in Kupang - NTT

The Monitoring Evaluation and Learning Officer  will be responsible for overall monitoring and evaluation of both project with ensuring proper beneficiary database, design and implementation of the monitoring and evaluation system including disseminating results to stakeholders, while promoting involvement of children and community in monitoring activities. S/he will be responsible for the M&E development and implementation of all projects activities and ensuring that all M# E strategies and activities are implemented.

JOB RESPONSIBILITIES
  • Under the lead of Project Coordinator and consultation with National MEAL (Monitoring Evaluation Accountability and Learning) Specialist in Jakarta office to develop design, methodology, procedures and tools to monitor and document SEHAT and MEMBACA Project activities with reference to MEAL system in Save the Children. This will include development of beneficiaries database of both project
  • Plan, manage and report of all activities related with monitoring, mid term review and evaluation on day-by-day basis.
  • Document all relevant data and information both quantitative and qualitative regarding the project activities.
  • Ensure that the reporting data is collected in a technically correct manner and accurately reflect field realities and meet quality standards.
  • Work with SEHAT and MEMBACA project staff and partners in the implementation of ME plan and support them in process of data collection and analysis.
  • Update periodically data of the process and result of the projects
  • Prepare monthly success story and total reach in line with guideline provided by National ME Specialist
  • Maintain the beneficiaries database for SEHAT and MEMBACA under supervision of Kupang Project Coordinator
  • As contact person for preparing ME toolkits (work with team to complete the ME toolkits)
  • Conduct analysis data and information as well as formulate conclusion and recommendation to project under consultation with Kupang Project Coordinator, literacy booth specialist, Education Adviser and national MEAL Specialist.
  • Provide all SEHAT and MEMBACA project staffs (Project Coordinator, Senior Project Officer and POs) with data and information they request.
·         Support Project Coordinator, and national MEAL Specialist for dissemination ME results via routine reporting mechanism and other means to donor and stakeholders (government, and beneficiaries).

REQUIREMENTS
Essential
  • Minimum S1 in all relevant study that related to monitoring and evaluation.
  • Minimum 3 years working experience in the monitoring and evaluation and also in education, WASH, health related program
  • Three years of experience in the collection of data from the district level (experience with collecting population-based public health data preferable);
  • Proven experience in research and monitoring and evaluation.
  • Demonstrated experience in developing and implementing monitoring and evaluation programs
  • Demonstrated experience in the delivery of development projects, preferably in the health sector
  • Excellent in social and in interpersonal skills.
  • Strong communication skills.
  • Proven ability to work effectively within set time frames and with demonstrated impact.
  • Proven and demonstrated writing and presentation skills in Bahasa Indonesia and strong skills in English.
  • Proven experience of working closely within team.
Desirable
  • Excellent interpersonal, communication and presentation skills
