Brief Overview of our Programme
in Indonesia
The IR programme in Indonesia was first
established in 2003 with a focus on integrated development in Banten
Province. In the aftermath of the devastating Tsunami, IR initiated a large-scale humanitarian relief and recovery programme which continues to remain in operation albeit now with a growing focus on sustainable development. It was about the same time that IR also extended its developmental activities to other parts of the greater Java island including Sukabumi in West Java and East and West Lombok in NTB Province. Later in October 2009, IR expanded its geographic coverage to provide emergency relief, livelihoods recovery and DRR related support to earthquake victims in West Sumatra. The agency is presently implementing multi-sectoral emergency relief, recovery and development interventions in Aceh Darussalam and West Sumatra with the intention to re-establish programme activities in NTB (Lombok) and West Java.
The main sectors of
interventions in Indonesia are health, disaster preparedness, education,
shelter, livelihoods and orphans’ support.
The Role:
Under the director supervision of the Country Director, the
Programme Coordinator will play a lead role in the formulation, expansion and
implementation of Islamic Relief’s medium and longer-term development
programme in Indonesia. The post holder will guide project implementation at
the field level and ensure that IRI projects are able to achieve the desired
results within the stipulated timeframe in a cost-effective and efficient
manner; and in accordance with IR and donor guidelines. The post holder will be
responsible for the development of quality proposals, preparation of periodic
reports and provide timely feedback to the Country Director on strategic and
programmatic issues. As part of the Country Office Management Team, the PC will
participate in the management and growth of the country programme in Indonesia.

In achieving this purpose, Islamic Relief Indonesia provides
opportunities to those having the expertise and dedication in supporting the
program with the following positions:

Key Responsibilities:
·
The Programme Coordinator (PC) will assist the CD in exploring
opportunities for institutional fundraising through bilateral discussions with
donors and by participating in relevant networks, coordination meetings and
responding to call for proposals as they arise.
·
Developing quality proposals based on a careful analysis of the
needs of beneficiary communities; core and cross-cutting issues; appropriate
response options and lessons learned in the past,
·
Ensuring that IR interventions in Indonesia are well aligned with
the NGO’s global strategic framework and the developmental priorities of
the Government of Indonesia.
·
Ensuring that IRI projects are adequately staffed and necessary
resources has been mobilized at the field level to support quality
implementation of project activities.
·
Launching preparatory activities promptly upon the approval and
establishment of projects (inception stage) including without being limited to;
staff induction, preparation of financial cash-flows, procurement planning and
the review and fine-tuning of geographic and beneficiary selection criteria,
work plan etc.
·
In close coordination with the CD, the PC will provide guidance
and technical assistance to development projects and monitor the progress
against desired results and approved work plan.
·
Formulation of accurate, quality and timely progress reports
constitutes a critical function of the PC. The incumbent will ensure that
project reports are developed in the agreed formats and fully capture all
aspects of project implementation.
·
As assigned by the CD, participate in coordination and working
group meetings and other platforms of interest to Islamic Relief. Ensure that
other participants (donors, government officials etc) are adequately informed
of Islamic Relief’s background and activities in the country.
·
The post holder, among others, will actively participate in the
review and fine-tuning of IR’s Country Strategy for Indonesia.
·
The Programmme Coordinator will periodically review the
performance of programme staff and keep the Country Director up to date
at all times to inform timely decision making.
Qualification and Experience:
- Bachelor Level education (minimum) in a relevant field such as Sociology, International Relations, rural development, agricultural economics, agribusiness development, economics etc. Exceptions can be made for candidates with extensive relevant experience;
- At least 10 years relevant (progressive) experience of which minimum 4 years in programme management with a reputed local or International NGO in Indonesia;
- Extensive knowledge of the developmental context and challenges in Indonesia with a particular focus on one or more of the following sectors; WASH, Health, Education, Food Security, Livelihoods, Agriculture and Irrigation. Background in DRR is not not essential but highly desired;
- Proven competencies in institutional fundraising, proposal and report writing, project management, team management, monitoring and evaluation, designing and implementing surveys and budget monitoring;
- Competencies in designing and imparting training of beneficiaries and counterparts will be considered a strong plus;
- Proven capabilities in leadership and management is a must;
- Excellent skills in written and spoken English
- Strong negotiation and interpersonal skills, and flexibility in cultural and organizational terms;
- Ability to work well and punctually and deliver results under tight deadlines and often least comfortable conditions;
- Program experience including program implementation, M&E, needs assessments, report development and budget monitoring.
SUCCESS FACTORS:

At least 5 to 8 years of direct field experience in program
management and coordination.
·
Familiarity with the humanitarian aid system, and ability to
understand donor and governmental requirements and developmental priorities.
·
Excellent communication, reporting and drafting skills.
·
Ability to coordinate and manage staff and project activities.
·
Proven ability to work creatively and independently both in the
field and in the country office.
·
Being a strong team player and adept at creating a strong team
spirit.
·
Ability to organize and plan effectively.
·
Ability to work with culturally diverse groups of people.
·
Ability to travel and work in difficult conditions and under
pressure.
·
Knowledge of local language and/or regional experience an asset.
·
Ability to follow and enforce procedures, meet deadlines and work
independently and cooperatively with team members.

Have strong staff skills and the ability to motivate diverse
teams.

Excellent oral and written English skills.

Representation
As and when advised by the CD:-
·
Represent the programme, beneficiaries and organizational
interests of Islamic Relief at various platforms;
·
Liaise with local government officials, (PMU/PMC and local
government in programme areas, local leaders and other community members to
foster coordination and ensure support for and acceptance of IRI activities;
·
Receive, brief and support all IRW and donor visitors to IRI field
areas;
·
Participate in official meetings and ensure ongoing and regular
coordination with state authorities to ensure maximum visibility;
·
Participate in donor meetings at district and provincial and where
required, at the central level and communicate relevant information to the
Country Director;
·
Participate in inter-NGO Coordination meetings and any other
relevant inter-governmental institution and;
·
Ensure maximum visibility of IRI amongst the NGO community

monitoring and evaluation of our field project
