IT Coordinator for Election Monitoring

Organizational Context:
The Partnership for Governance Reform (Kemitraan) is a multi-stakeholder organization working with government agencies and civil society organizations (CSOs) to advance reform at both national and local levels. Kemitraan builds crucial links between all levels of government and civil society to sustainably promote good governance in Indonesia.

Kemitraan was established in March 2000 as a United Nations Development Program (UNDP) project designed to help Indonesia realize good governance at all levels of government. It became operational in May 2001 with the Directorate of State Apparatus, the National Development Planning Agency (Bappenas) as the Executing Agency, Kemitraan as Implementing Agency, and the UNDP as the Trust Fund Manager.

Kemitraan became an independent legal entity in 2003 and was registered as a not-for-profit civil-law association. Over the last nine years, Kemitraan has grown from its beginnings as a UNDP project into a trusted, independent and prominent Indonesian-managed organization.

Under the Democracy and State Governance Unit, Kemitraan continued to support the institutions that will be responsible for managing the 2014 election, and for improving democracy beyond 2014 by advocated reforms to the Law on elections. Kemitraan also working with Civil Society Organizations to ensure the quality of 2014 General Elections.

One of Kemitraan’s supports to ensure the quality of 2014 elections is established under the Electoral Support Program (ESP) which will cover main activities such as Election monitoring in selected provinces (Papua, NTB, Central Java, Maluku, and North Sumatera). Kemitraan will work with 10 Provincial Coordinators, 106 Long Term Observers, and 1.062 Short Term Observers. All activities under the Electoral Support Program will also use current technology and innovation.

Kemitraan is supported by National Democratic Institute (NDI) for election monitoring in Papua, Maluku, Central Java, and North Sumatera. Whereas for election monitoring in NTB supported by AusAID (Australian Agency for International Development).

In responding to that, Kemitraan is now seeking a high caliber Indonesian to fill position as IT Coordinator for Election Monitoring. The IT coordinator will work closely with database coordinator under the supervision of Project Officer to ensure the successful of the project. She/He will also work with the project teams which consist of: Election Monitoring Specialist, Data Base Coordinator, Project Assistant, Finance Assistant, and also Senior Adviser on election.
 
Summary of key functions:
Project Management:
•    Responsible to carry out tasks relating specifically to information and technology (IT), including development of tool for data gathering and analysis.
•    Responsible to carry out task relating to IT to support the establishment of data center for election monitoring in Kemitraan and maintaining website, facebook, twitter, and other social media for election monitoring.
•    Outreach efforts through social media and linkages with existing networks

Project Monitoring
•    Together with Project officer, She/He will responsible for reporting of IT based activities under guidance of Program Manager.

Project Networking and Partnership:
•    Managing networks and communications with partners which are involved in the project implementation to ensure successful and achievement of the project.
•    Managing communications with public through website, facebook, twitter, and other social media to disseminate the result of election monitoring.
 
Recruitment Qualifications:
Education and Skill:   
Bachelors (S1) Degree on Information and Technology, Computer Science, or other related fields, having good knowledge and skill web base development and maintaining web base portal; and good skill on ICT, having fair knowledge regarding election and the current socio-political condition; clear commitment to governance reform; humble in character and patient in listening to stakeholders is a must; willing to develop a good teamwork with the Kemitraan’s staff.

Experience:   
Min. 5 years of relevant experience and possess skills in IT fields including but not limited to data gathering and analysis (data center), website development and maintenance, expert in using social media. Experience in working with NGO and election monitoring issues is an advantage.

Language Requirements:   
Fluency in English and Bahasa Indonesia
