Job Vacancy at IOM - Consultant (Trafficking Specialist)

II. Nature of the consultancy
 
To contribute to Indonesia’s efforts to combat TIP at sub-national level in one key source province of labour migration.
 
Objective: The project entitled, “Enhancing Indonesia’s counter-trafficking efforts at sub-national level in one key labour migration source province”. The project specific objectives are: (i) to promote coordinated and strategic policy and institutional response to TIP at sub-national level; and (ii) to reduce the risk of re-trafficking through improved victim assistance at sub-national level and increased public-private partnership.
 
Target: The project will facilitate increased government commitment and resources to combat TIP at sub-national level by providing counter-trafficking policy and budget planning support to two target districts (Sukabumi and Cianjur).
 
 
III.   IOM Project to which the Consultancy is contributing
 
This assignment will contribute to IOM project: “Enhancing Indonesia’s counter-trafficking efforts at sub-national level in one key labour migration source province”. The project is funded by United States Department of State under the terms of Award No. S-SJTIP-13-GR-1023.
 
 
IV.   Tasks to be performed under this contract:
 
The Consultant (Trafficking Specialist) will be responsible to conduct the following assignment:
a)      TIP assessment in the two target districts: the assessment will serve to further document the specific TIP issues faces by each of the target district and map out the institutional framework as well as assess the level of knowledge and understanding of TIP issues and the capacities to deal with TIP issues among local law and policy-makers’ and policy implementers’ (i.e. frontline officers, law enforcement officers, social/health service providers, etc.) at district level.
b)     Conveying a dialogue workshop in each district (Cianjur and Sukabumi): the dialogue workshop can be part of the methodology to gathered information for the TIP assessment, in which the workshop will allow members of the national and Province-level ATTF to interact with and sensitize local government officials, parliamentarians, non-state actors and media on national policies and TIP priority issues at province and district levels.
c)      Present and advocate findings/recommendations of the TIP assessment report: IOM will organized a final workshop where the Trafficking Specialist will have to present and advocate the findings/recommendations of the TIP assessment report. The workshop will be attended by districts and provincial levels ATTF members, as well as by the representative of national ATTF secretariat. 
d)     Finalize assessment report based on feedback gathered from IOM, relevant government project partners (i.e. national and sub-national ATTF members) and other related partners.
e)     Mapping government services and resource for victim assistance: As a first step to improve access to victim assistance, the project will tap the information collected during the TIP assessment to develop a handbook that will map out the various available government services and programs for victim assistance. As a pilot tool, the handbook will at this stage focus on government services and programs available at national level and in the two target districts only. The handbook is meant to be a practical working tool to inform and guide non-government partners on government service/programs available to assist VoTs and the procedures to follow in order to have access to such services or programs. The handbook will be disseminated through trainings on victim assistance. If proved to be a useful tool for service providers, IOM will through this project advocate for the replication of a similar handbook at a wider scale, covering other provinces and districts. 
 
Information gathered during the TIP assessment will provide the baseline to help measure the project performance towards the stated indicators, while also informing and guiding the implementation of the subsequent project activities, particularly with regard to identifying the relevant stakeholders to involve in CT efforts and identifying the policy and programming priorities to target and advocate for under the PoA of each target area.
 
V. Tangible and measurable output of the work assignment
 
The end products expected to be delivered by the Trafficking Specialist will be (in English), as follows:
a.     One TIP assessment report 
b.    Two reports of workshop proceeding: Cianjur and Sukabumi 
c.     One report of final workshop proceeding
d.    Handbook on government services/resources for victim assistance
 
VI.   Realistic delivery dates and details as to how the work must be delivered.
 
-          Duration of the consultancy: maximum 3 months
-          Starting date: 25 March 2013
 
The Trafficking Specialist will determine his/her final work schedule at the beginning of the assignment with the approval of IOM Indonesia National Project Coordinator for Counter-Trafficking and Labour Migration. The work schedule will set up clear deadlines for the completion of each expected deliverables. The Final work schedule developed will be as an addendum of this TOR.
 
 
 
VII.      Performance indicators for evaluation of results (value of services rendered in relation to their cost).
 
The quality, targeted and detailed of the work performed as established in above as well as compliance with contracted delivery dates.
 
VIII.    Remuneration and Term of Payment.
 
The Trafficking Specialist will receive an attractive consultancy fee which will be paid to the bank account indicated by the Trafficking Specialist in the following instalments:
 
a)      The first instalment in the amount of 20% of the consultancy fee shall be paid upon signing of the contract
b)     The second instalment in the amount of 20% of the consultancy fee shall be paid upon submission and approval by IOM of two reports of workshop proceeding.
c)      The third instalment in the amount of 20% of the total fee shall be paid upon submission and approval by IOM of the final workshop report. 
d)     The fourth instalment in the amount of 20% of the total fee shall be paid upon submission and approval by IOM of finalized TIP assessment report.
e)      The final instalment in the amount of 20% of total fee shall be paid upon submission and approval by IOM of finalized Handbook on government services/resources for victim assistance
 
IX.   Reporting Lines [Type of supervision that will be provided]
 
The Trafficking Specialist will work under the direct supervision of the IOM Indonesia National Project Coordinator (NPC) for Counter-Trafficking and Labour Migration. As work progress, the Trafficking Specialist will share its expected delivery results with the NPC for review. The IOM NPC will ensure to provide timely comments to the consultant’s work and address any Consultant’s request (i.e. additional information, government contacts, etc.).
 
IOM Indonesia Labour Migration and Counter-Trafficking Unit will assist the Trafficking Specialist in:
  • Sharing any existing IOM materials relevant to the subject matter;
  • Arranging meetings and field visits as requested by the Consultant;
  • Assisting in conducting interviews with government and non-government interlocutors;
  • Providing logistics support for the workshops, any travel and accommodation bookings required for field visits.
  • If needed, IOM will separately make available office space to the Trafficking Specialist during the assignment period
 
 
X.      Consultant’s Work Place
 
The Trafficking Specialist is expected to be based in Jakarta, Indonesia, and undertake duty travel as needed for the assignment
 
 
XI.   Qualifications or Specialized knowledge/experiences required
 
The Trafficking Specialist should:
  • Have a minimum Master degree (or equivalent advanced university degree) in Political Science, Social Science, International Relations, Development Management and/or Law, or an equivalent combination of training and experience.
  • Have extensive experience in conducting capacity assessment. Especially the candidate should have a good command of data collection and interviewing techniques.
  • Have extensive experience in developing handbook/SOP.
  • Have a thorough understanding of issues pertaining to trafficking in Persons, particularly TIP issues in Indonesian context. 
  • Have strong analytical, verbal, and report writing skills in English. Advanced level of Indonesian language is preferable.
  • Be willing to undertake in-country travel related to the assignment.
  • Experience in working with relevant governmental and non-governmental institutions and senior representatives in charge of trafficking in person policy and implementation in Indonesia would be a distinct advantage as well as previous experience working in an international organization.
