International Organization for Migration (IOM) Indonesia is looking for an Operations Assistant II according to the terms of reference below:

II. ORGANIZATIONAL CONTEXT AND SCOPE

Under direct supervision of the National Head of Sub-Office, and the overall supervision of the RCA Programme Coordinator – Java Region, the incumbent will be responsible for assisting the movements and the interceptions in the project site, and other relevant project activities. In most instances, it is expected these activities will fall under the Service Areas of Care, Maintenance, and Assisted Voluntary Return for irregular migrants (IMs) and Resettlement of Refugees.

III. RESPONSIBILITIES AND ACCOUNTABILITIES

1. Responsible for managing movement assistances activities at the Cengkareng airport including preparing, providing assistances and reporting the activities.
2. Coordinate and communicate with Jakarta Office for handling resettlement, voluntary repatriation, Victim of Trafficking (VoT) returnees’ and local movements
3. Ensure that all relevant staffs are informed of any requirements with flights/ movements activities.
4. Maintenance the coordination with airport liaison officers and authorities.
5. Ensure that all financial, logistical, and documentations needed for Assisted Voluntary Return (AVR), Resettlements, Local Movements, and VoT Returnees movements are well organized.

6. Ensure that all payments for migrants escort are paid according to Standard of Procedure (SOP).
7. Liaise and coordinate with Immigration office of Soekarno Hatta airport in supporting the Irregular Migrants activities in the area
8. Monitor Irregular Migrants activities and ensure that all basic services are provided to all Irregular Migrants (IMs) under IOM auspices in a timely and efficient manner.
9. Provide basic services such as accommodation facilities, basic personal supplies and toiletries, security and medical assistance to intercepted IMs at the area covered
10. Provide counselling to Irregular Migrants on their option to continued stay in Indonesia or Voluntary return to country of origin.
11. Coordinate with the Medical and Mental Health teams to ensure that all Irregular Migrants are provided adequate and appropriate medical services
12. Review and ensure that payments for hotels, other service providers and local authorities are correct and necessary.
13. Escort IM’s on the movement as required and ensure that specific duties as escort are carried out efficiently and effectively.
14. Provide weekly and monthly reports on the movements activities
15. Willing to undertake duty travel to the other places to assist the migrants at any time.
16. Perform such other duties as may be assigned.

Technical

a) Delivers on set objectives in hardship situations,
b) Effectively coordinates actions with other implementing partners,
c) Knowledge in assisting emergency operations and airport assistance (minimum 3 years of operational airport experience);
d) Proven ability and experience in liaising with UN, Government Departments/Authorities, airport authorities and other international organizations;
e) Working knowledge of IOM procurement, admin and finance rules,
f) Proficient in computer applications

V. EDUCATION AND EXPERIENCE

a) University (S1) Degree in Management, Economics, Political, Social Science or Business and Counseling.
b) At least 5 (five) years of experience working experience in any of these fields, particularly in dealing with migrants, refugees/asylum seekers, livelihoods projects or community development projects, direct beneficiaries and/or trainings and minimum 3 years airport OPS experience.

VI. LANGUAGES
Fluency in English and Bahasa Indonesia both oral and written is a must.
