USAID C4J Vacancy: Information Technology (IT) Specialist

Chemonics International Inc., a leading international consulting firm, seeks to fill the following long-term, full-time position for a project funded by the U.S. Agency for International Development (USAID), Indonesia Changes for Justice (C4J). The primary objective of the C4J project is to improve the performance of Indonesia’s justice system, a prerequisite for good governance and sustained economic growth, through cooperation with the Supreme Court and Attorney General’s Office (AGO) of the Republic of Indonesia.


INFORMATION TECHNOLOGY (IT) SPECIALIST  

Job Responsibilities

The IT Specialist is responsible for implementing activities relating to in cooperation with the Supreme Court and Attorney General’s Office (AGO) as required, in compliance with USAID and project policies and regulations. This position will focus on achieving improved implementation of IT, including software development; recommending hardware specifications; technical assistance relating to IT support, change control process, IT help desk, and other project needs.  The IT Specialist will ensure a good and professional relationship with all counterparts.

Under the direction of the Chief of Party, or as otherwise delegated, the IT Specialist will contribute to the annual work plan contract specifications.       
           
Specific Requirements

Because technical knowledge is a priority, the IT Specialist is expected to study, learn, and contribute to the development of IT activities under the C4J Project, and to coordinate closely with all C4J staff, consultants, counterparts, donors, and others working on IT reforms in Indonesia’s justice sector.

Specific Tasks
 
  • Developing effective working relationships with leaders and counterparts in the Supreme Court and and AGO, reform teams, technical experts, local organizations, other government institutions, other donors, etc. to accomplish the assigned activities, with a specific focus on sustaining effective implementation of automation in courts and prosecutors’ offices
  • Assist the counterparts under the Supreme Court and AGO to develop policies, programs, standard operating procedures, and other written documents as needed to support effective implementation of IT, which may include software development, recommendations on hardware specifications, IT help desk support, software change control processes, trouble-shooting, and trainings
  • Assist the counterparts within the Supreme Court and its bodies to design and implement a strategy for transferring knowledge and managing programs effectively and efficiently through appropriate training and mentoring solutions  
  • Mentor IT trainers under the Supreme Court and AGO as required
The IT Specialist will cooperate with the judicial education expert, court administration specialist, communications specialists, access to justice specialist, training specialists, and other C4J staff to:
  • Maintain technical quality control for all assigned areas of work  
  • Ensure that the performance targets and project deliverables outlined in the C4J Project contract are completed in a timely and cost-effective manner, and that they meet acceptable quality standards
  • Contribute to the project quarterly reports, annual work plans, and other project reports and deliverables as required  
  • Prepare regular oral and written progress reports that demonstrate the status of project activities toward expected results, as well as other reports as required
  • Undertake assessment trips, as required, initiate and evaluate the progress of training activities in the lower courts, and suggest needed adjustments based on progress made
  • Carry out other duties as assigned by the Chief of Party, or as otherwise delegated
The IT Specialist will report directly to the Chief of Party, or as otherwise delegated, and will work closely with all project staff.  The IT Specialist will collect and provide data to the Monitoring and Evaluation Specialist for relevant indicators related to training activities.

Qualifications and Salary

A university degree in IT with 2 years of Technical Degree in Computer Science is required; Master Degree is preferred. At least 3 years of working experience in IT computer systems and network infrastructure or comparable experience is required. Prior experience and understanding of the Indonesian justice system is preferred. Prior experience with technical assistance projects and work with donor-funded projects is preferred.  Excellent knowledge of software development, hardware, networking, Database such as MySQL, PHP, Javascript and CSS and Object-oriented programming. Written and verbal fluency in English and Bahasa Indonesia is required.  Strong interpersonal, communications, management, and leadership skills are required.
