Program Background
SCALING UP FOR MOST-AT-RISK POPULATION II (SUM II) is a USAID- funded
program, which t will provide technical
assistance in organizational performance required to scale-up effective,
integrated HIV interventions that lead to substantial and measurable behavior
change among Most-at Risk Populations (MARPs) in targeted locations in
Indonesia. The project is managed by
Training Resources Group, Inc in partnership with RTI International. The organizational performance topics include
accountability, administration, advocacy, finance, governance, knowledge
management, leadership, management, monitoring and evaluation, networking,
partnership, policy development, resource mobilization, strategic planning and
transparency. SUM II will provide and
monitor small grants to qualified civil society organizations to support the
scale-up of integrated interventions in “hotspots” where there is a high
concentration of one or more MARP and high-risk behavior is prevalent. Note: this position will be an RTI
International employee.
RTI-SUM 2 Project is seeking for highly qualified candidates to
fill the Grants Manager Position to
be based in Jakarta, Indonesia.
Essential Duties and Responsibilities:
General
·
Responsible for day-to-day administration of grants awarded under the
project that will encompass the solicitation phase through close-out.
·
Monitor compliance with (a) award-specific requirements and (b)
applicable regulations (22 CFR 226, 22 CFR 228, ADS 303, ADS 591, OMB Circulars
A-122, A-133, etc.) as incorporated in awards.
Pre-Award
·
Issue RFA’s in consultation with the project team
·
Review and negotiate all grant applications and participate in
evaluation committee
·
Coordinate with the Senior Technical Officers to ensure budget items are
in sync with grantee activities
·
Coordinate and conduct pre-award surveys
· Coordinate SUM II Jakarta Office in grant development and ensure the application of grant procedures, templates, and protocols are in line with policies
·
Provide guidance to grantees on rules and regulations applicable to
assistance instruments as well as program reporting
Capacity
Building
·
Using the information collected pre-award develop a monitoring plan for
grantees
·
Provide capacity building training to local organizations which has been
customized to meet the organization’s needs
·
Coordinate and facilitate any capacity building activities among the
Technical teams or outside firms/consultants
- Familiarize SUM II project staff in implementing the grant’s policies, protocols, and, procedures
- Train regional/provincial staff in all activities regarding managing sub-grantee awards.
Post Award
·
Coordinate execution of award documents (pre-award authorizations,
awards, modifications, etc.)
·
Maintain grant files including records on monitoring and evaluation and
other quality control activities (financial, programmatic, proof of
performance)
·
Ensure compliance
with award terms and conditions
·
Coordinate field activities and communication among grantees and USAID
(e.g., legal, finance, status reporting, procurement)
·
Oversee sub-grantee financial monitoring, including collection of
financial information and supporting documentation from sub-grantees; voucher
verification; and cost allocation
·
Review and process grantee invoices for compliance and coordination with
Technical teams for performance measurement
·
Provides written and verbal feedback to grantees on their financial
reports
·
Coordinates monitoring of grants with project technical staff; ensures
timely filing of monitoring reports
·
Close-out completed grants
Other Tasks
- Assist Finance and Administrative Officer in preparing burn-rate reports, analysis of budget vs. work plan expenditures; and spending projections on grants.
- Conduct any other related activities as determined by the Finance and Administrative Officer or Chief of Party.
Minimum Required Qualifications:
- Bachelor degree with 10 years of experience or Master with 6 years of experience , in Business Administration, Accounting, Financial or related fields;
- At least 10 years relevant experience in grants management/administration and international development projects, preferably USAID-funded, or relevant work experience in projects supported by international organizations (UN, World Bank, IDB)
- Strong background in management and administration, finance and accounting is highly desirable
- Demonstrated experience providing training and developing capacity building/sustainability plans for local organizations
- Solid knowledge of USAID and USG assistance-related regulations (22 CFR 226, 22 CFR 228, ADS 303, ADS 591, OMB Circulars A-122 and A-133)
- General knowledge of accounting principles and procedures
- Excellent spreadsheet (Excel) skills;
- Excellent communication and people skills
- Functional fluency in English (both oral and written)
