SUMMARY
KARINA (Caritas Indonesia) is the
humanitarian arm of the Bishops’ Conference of Indonesia based in East Jakarta
and is officially considered as a member of the Caritas Internationalis
confederation. Established in mid-2006, it recently completed its first
strategic planning in early 2008. One of the results of the strategic planning
is the identification of 3 (three) main divisions: Programs Division, Support
Division and Total Quality Management Division. KARINA (Caritas Indonesia) acts
as a coordinating and facilitating body for all the 37 Dioceses incorporated
under the Bishops’ Conference of Indonesia.
In December 2011 Karina Jogja support
unit was established to support Karina and partners strengthen finance and
administration, program oversight of the Partners for Resilience (PfR) project
which brings together knowledge and expertise in the field of disaster risk
reduction (DRR), climate change adaptation (CCA) and ecosystem management and
restoration (EMR), the DRR Synergy and Emergency Response projects, strengthen
networking and cooperation between partners. The Program Coordinator is
directly responsible to Karina Executive director for performance in these
areas

OF ROLES AND RESPONSIBILITIES
KEY
REPONSIBILITIES
The Program Coordinator will be
responsible for project oversight, reporting and review and identification of
good practices in partner projects under DRR Synergy and Partners for
Resilience project to share with donors, civil society and diocesan Caritas in
coordination with division DRR-ER. The Program Coordinator provides
accompaniment to partners in documentation and monitoring of efforts, good
practices and lessons, and leading linking and learning at national level,
supports coordination with and between partners operating at national level and
Karina Jogja team, supports partner planning and compliance with donor
regulations, supports partners in twice yearly reporting and development of
work plans. The Program Coordinator should ensure timely delivery of work plans
and monthly program reports and coordination at national level. This position
is Jogjakarta based with travel in Indonesia
TASKS/DUTIES
-
Oversight
partner PfR and DRR synergy projects
-
Planning
with partners including project design, project M&E, project reviews and
revision / extensions planning based on changes to plans / activities, proposal
development and project set up
-
Support
preparation of program application for Institutional donor funding in respect
of current and projected programmatic needs
-
Support
partners in contract compliance in line with donor policies
-
Provide
accompaniment, compile documentation and implement monthly monitoring against
specific benchmarks within partners PfR and DRR synergy work plans as
identified on a quarterly basis – specific focus on efforts, good practices and
lessons in national efforts

Support
and oversee the project assistant and Linking and Learning Coordinator in
supporting partners in coordinating project work plans, monitoring, collecting
lessons and good practices in integrated DRR, EMR and CCA and DRR Synergy to
reflect consolidated efforts and learning from communities, local authorities
and partner agencies

Oversee
linking and learning at national level including advocacy and DRR synergy
efforts, supporting partners and facilitation as identified with and between
partners. Ensure documentation of L&L activities
-
Support
identification and mapping opportunities for strengthening to partners involved
in PfR and DRR synergy efforts
-
Review
and identification of good practices in alignment and synergy of DRR, CCA, EMR
with Livelihoods; prepare associated documentation and learning outputs with
special focus on:
o
Learning
on integration of DRR-EMR-CCA through assessment, action and advocacy at
multiple levels
o
DRR
synergy with livelihoods and social protection

Explore
opportunities for linking diocesan Caritas with relevant DRR, CCA, EMR and DRR
synergy efforts and partners for learning and exchange through DRR
mainstreaming, DRR, CCA, EMR and livelihoods
-
Coordination
on behalf of and with partners at national level and internal Karina Jogja
coordination, this includes joint activities in response to priorities and
opportunities as identified by partners

Support
partners involved in PfR and DRR synergy efforts in six-monthly reporting and
planning/ tracking project progress and outputs (including quantitative data
management)

Support
consolidation of multiple project reporting
-
Prepare
monthly work plan and monthly report against efforts: partners, programmatic
interventions and L&L efforts
-
Travel
to Karina and partners project sites.

RESPONSIBILITIES

Undertakes
any other duties that may be requested by the DRR, CCA, EMR Advisor
EXPEREINCE
- Expertise and knowledge of DRR, CCA, livelihoods;
- Experience in project planning and implementation and in reporting requirements of donors;
- Management skills including human resource and financial management, communication and inter-personal cooperation skills;
- Experience in working with local and national NGOs required; capable of working in complex partnerships and experience in consortiums or alliances would be an advantage;
- Experience in working with partners in consolidation of lessons and good practices highly desirable
SKILLS
- Excellent written and spoken English and bahasa Indonesia
- Conscientious and efficient in meeting commitments, observing deadlines and achieving results;
