Child Protection Advocacy and Research Specialist

Since 1919, we have been fighting for children's rights, saving their lives and providing hope for brighter futures worldwide.  In Indonesia, Save the Children currently works in eleven provinces, has staff of approximately 170 local professionals, and programming in Child Protection, Education, Health and Nutrition, Disaster Risk Reduction, and Humanitarian Response.  Save the Children in Indonesia is seeking to fill the following position:




Child Protection Advocacy and Research Specialist
1 position, based in Jakarta
Code : CPAR

Role purpose:
Save the Children have been working with Ministry of Social Affairs and other key stakeholders and social service providers for more than 8 years, to support a major shift in policy and practice in the way child protection is understood and delivered.  This is resulted a long term program to shift the paradigm from institutionalization based care towards family based care.  The Family Based Care program in Indonesia is selected as one of the global Signature Programs within Save the Children.  The program develop its strategies to achieve paradigm shift as follows:

On Preventing Institutionalization: Families understand the importance of family care for children, are able to take care of children within their own homes and are able to access services and support in their own communities.

On Direct Response: Girls and boys facing care and protection issues are supported through effective and appropriate responses based on their individual needs and best interests.

On Legal and Policy Change: National, provincial and district laws provide legal safeguards to girls and boys, preventing unnecessary institutionalization, and promoting family based care

The position of CPAR Specialist is to provide expertise and technical support on CP advocacy and research in the implementation of FBC strategies in achieving paradigm shift towards family based care goal.

Reports to: Child Protection Advisor with dotted line to Family based Care Manager

Dimension:
·      Support and involve actively and meaningfully in the ongoing legal reform process that led by government on child protection and care in national, province, and district level
·      Support and facilitate advocacy work and research conducted by projects under the theme of child protection and care, including the Families First signature program
·      Provide valuable inputs for advocacy and research works and documents that shared by SCI and SC members



KEY AREAS OF ACCOUNTABILITY:

Management of project implementation and quality:
1.       Support FBC Manager in the development and implementation of strategies, operational plans and budget for the FBC Program.
2.       Provide FBC team and consultants with technical assistance and expertise on the policy formulation, research, and management of project including ensuring full compliance with the organizational policy on child protection and care.
3.       Support FBC Manager and CP Advisor with regular updated data, accurate information and analytic thinking on child protection and care conceptual framework for policy, research, and program.
4.       Support FBC manager on the development of report and review on the implementation of the projects, measuring impact and identifying challenges in the implementation.
5.       When necessary, represent FBC Manager and/or CP Advisor in meetings or events with local, national and international agencies/partners for the purpose of coordination, review, research, policy formulation, training and relevant activities.

Financial Management
1.       Manage the child protection and care budget under his/her responsibility effectively and in an accountable manner, and working with the finance team in preparing and submitting accurate and timely financial updates and reports.
2.       Support FBC Manager on preparing the overall budget plan for the program planning and implementation

Administration, IT, Safety and Security and Government Relations
1.       Manage administration affairs of project, day-by-ay operational activities and other administration tasks of the national legal reform and research in accordance to the organization procedure and guidelines
2.       Ensure that efficient, cost effective information technology systems are in place and in compliance with SCI MOS.
3.       Conduct regular and high quality monitoring of the administration affairs in terms of progress against activities, indicators and outcomes.
4.       Record all activities related to admin affairs.


QUALIFICATION

Preferable master degree in social work or relevant studies
Having experience in child protection programming at least for 8 years
Having experience in advocacy and research in child protection works
Advance knowledge on child protection and care
Active in advocacy works
Advance skills on research methodology and works
Master on relevant software
Fluent in Bahasa and English
Excellent writing skill in Bahasa and English
Proven ability working in multicultural team
Excellent knowledge on program cycle management
