Save the Children seeks Program Officer - Humanitarian, based in Jakarta

Save the Children is an international NGO and the world's top independent charity for children in need. Since 1919, we have been fighting for children's rights, saving their lives and providing hope for brighter futures worldwide.  In Indonesia, Save the Children currently works in eleven provinces, has staff of approximately 170 local professionals, and programming in Child Protection, Education, Health and Nutrition, Disaster Risk Reduction, and Humanitarian Response.  Save the Children in Indonesia is seeking to fill the following position:

Program Officer - Humanitarian
1 position, based in Jakarta
Code : PO-Humanitarian

Role purpose:
Under the supervision of the Humanitarian Manager, contribute to ensure immediate and appropriate response to children's needs during humanitarian crises through development of Emergency Preparedness Plan at country office and field offices.  Contribute to ensure that Save the Children's commitment to improving quality and accountability in humanitarian work is upheld, and complies with all relevant policies and procedures with respect to child protection, health and safety.

Under the supervision of the Humanitarian Manager, contribute to development of strategy, concept notes, and proposals for disaster risk reduction and climate change adaptation and mitigation.

Reports to: Humanitarian Manager

Dimension:
The post holder will be based in Jakarta with travelling to field offices. The successful candidate should be able to work independently with limited supervision by Humanitarian Manager. S/he has to be able to develop productive working relationships with other programs and relevant stakeholders

KEY AREAS OF ACCOUNTABILITY:
Humanitarian preparedness
·              Work with the Humanitarian Manager, Program Managers and other relevant programs and departments in Save the Children to help develop the Emergency Preparedness Plan, Minimum Preparedness Assessment & Improvement Plan in Country Office and field offices.
·             Facilitate other related departments to fulfill their responsibilities for development and finalization Emergency Preparedness Plan
·             Support the Security Focal Point to ensure that optimal safety and security management procedures and practices are included in Emergency Preparedness Plan and humanitarian strategy.
·             Provide logistical support for the organization of meetings, workshops and events towards the above objectives


Humanitarian response
·             In case of an emergency, support the response as directed by the Humanitarian Manager.
·             Ensure rapid humanitarian multi-sector integrated assessments are undertaken as necessary to continue to inform the implementation of the humanitarian response strategy
·             Contribute to the expansion of the programming portfolio through capacity building of field staff, development of partnerships and networks, as well as development of new funding opportunities

Education Cluster, Education in Emergency, and Comprehensive School Safety
·             Assist the Humanitarian Manager in establishing and maintaining effective partnerships with MoEC, UNICEF, and other organizations on implementation of Comprehensive School Safety initiatives, Education in Emergency, and Education Cluster. .
·             Play an active role in establishing the Education Cluster i.e development of agreements and work plans, co-ordination of response activities and taking into account the cross-cutting issues. .
·             Ensure that information is shared amongst cluster members and between sectors/clusters in order to improve planning, integration and implementation. This includes facilitating meetings, taking and sharing minutes of meetings and taking an active part in OCHA co-ordination meetings. Assist in conducting and in facilitating capacity-building workshops related to the topic of Emergency Preparedness, Education in Emergencies and DRR/ CCA for project stakeholders and SC staff members

Disaster risk reduction and climate change programs
·             Support the Humanitarian Manager, Senior Manager PDQ, and Country Director on development strategy, concept notes and proposals for Disaster Risk Reduction and Climate Change Adaptation
·              Works with other technical advisors and humanitarian manager to ensure with the goal of incorporating disaster risk reduction and climate change adaptation/mitigation as a cross theme in every program that the country office implements.
·             Collect and capitalize lesson learnt from previous and current Disaster Risk Reduction, Climate Change Adaptation, Comprehensive School Safety Initiatives, and Education in Emergencies and other relevant program to be considered during development of the program, particularly DRR program and Climate Change Adaptation. 
·              Work with other department including Senior Management Team for possibility call for proposals from donors such as Australian Government-DFAT, USAID, DFID, and other potential donors.

Monitoring, evaluation & reporting, advocacy and campaign
·             Ensure that program objectives and activities are agreed upon within the context of Save the Children values, aims and objectives
·             Ensure production and timely dissemination of high quality, analytical reports, supply of regular situation reports, and collection, analysis and dissemination of relevant information and data relevant to Emergency Preparedness Plan and DRR activities.
·             Support Humanitarian Manager and MEAL Specialist on preparation of CAR (Country Annual Report)
·             Support the Humanitarian Manager, in advocacy and campaign work and in developing materials, publications and training manuals on Disaster Risk Reduction/Climate Change Adaptation, Comprehensive School Safety, and EiE program(s) and other Emergency Preparedness and Response programs, in collaboration with relevant SC staff and partners.

Representation, communication & relationship building
·             Help establish, maintain, and improve active and regular working relationships with: host government authorities, partner agencies including humanitarian and development donors, and local and international NGOs
·             Take minutes and participate representing Save the Children on national forums, workshops, and meetings regarding Emergency Preparedness, Disaster Risk Reduction/Climate Change Adaptation, Comprehensive School Safety, and Education in Emergency issues as directed by the humanitarian manager.
·             Ensure establishment and maintenance of strong working relationships with local communities, community based organizations and other local authorities as appropriate.

Other Functions
·             Participate in the situational / needs assessments required for the development and implementation of future programs in other sub district target area.
·             When skills permit, participate in training events as facilitator / trainer
·             Perform any other related duties that may be assigned by Humanitarian Manager
