Tanah Papua, which comprises Papua and West Papua Provinces, is the Indonesia’s largest but most sparsely populated region with 3.6 million inhabitants, consisting of more than 250 tribes and ethnic group (2010 BPS census) with at least 73% of the indigenous Papuans living in the rural areas.  Despite the fact that the region is blessed with enormous natural resources, its poverty rate is more than double the national average and the highest of the country at 34.88% for West Papua and 36.80% for Papua.  Papua and West Papua also lag behind other provinces on key non-income indicators of the Millennium Development Goals (MDGs). Papuans’ Net Enrolment Rate in Primary Education is around 90% for West Papua and 76.09% for Papua (national rate is at 95.23%). Gender inequality is particularly strong in traditional patriarchal communities in terms of (a) women limited access to resources, decision making as well as (b) gender division of labor. This situation translates into a restricted access of Papuan indigenous youth and women to a decent livelihood.

In order to accelerate the human development process in Papua, the Government of Indonesia granted a special autonomy status to the provinces (OTSUS). Its full implementation has been delayed due to limited civil society participation and lack of capacity and coordination between national provincial and district level institutions, which has lead to the absence of an inclusive framework for developing sustainable economy.

Since 2006 the People-centred Development Programme (PcDP) has been supporting local government institutions, civil society organizations and communities in the Papua Region in their efforts to improve human development and to achieve the Millennium Development Goals (MDGs).

The second phase of the programme continues to provide technical assistance to the local government and civil society to formulate, coordinate and implement appropriate, specific local development programmes in the targeted districts of Papua Province and West Papua Province. The second phase also puts more emphasis on improving the economic welfare of communities, in particular indigenous Papuans, starting with a few concrete pilots to ensure that the results of programme interventions make an impact on the lives of communities and government’s efforts to reduce poverty. The activities also aimed at improving community welfare, in particular the indigenous Papuans, through functioning local government and civil society basic systems and processes for sustainable livelihood development in Papua region

Solid Monitoring and Reporting is one of key components of any successful project, and determines how the project can explain and showcase to external stakeholders progress made and impacts delivered. A designated Project Management Unit (PMU) is established to manage the implementation of PcDP support programme and activities, and in this context, UNDP wishes to recruit Monitoring, Reporting and Knowledge Management Specialist to support the development of detailed result resource frameworks with quantifiable indicators, baselines and targets, specifically for managing data programme strategies, planning tools, and other strategic papers, concept notes, reports and other briefs.

Under the supervision of National Project Manager (NPM) and in close coordination with Programme teams in provincial and Country Office level, and stakeholders, the M, R and KM Specialist will be responsible for tracking results and apply the monitoring framework as set up in the project document, in line with prevailing internal monitoring guidelines and ensure reporting arrangements are in place and are being implemented to ensure that the reporting requirements are met in a timely manner. The incumbent also responsible to ensure effective knowledge management mechanism is implemented with support from the Provincial PMU in Papua and West Papua, also develop necessary knowledge products, including lessons learned and good practices that can be used for advocacy and ensuring the sustainability of PcDP.

This is a dual duty station position, 80% of the time will be spent in Jayapura and PCDP’s field locations in West Papua and Papua – mainly to collect data for monitoring and knowledge products, liasing with PCDP’s field team and local stakeholder, assist the NPM in coordination and reporting progress to the local counterparts. And 20% of the time will be spent in Jakarta to prepare Quarterly Monitoring Report and Project Board Meeting, working with UNDP communication unit to prepare the knowledge products and PCDP communication material.
UNDP will provide air ticket for the incumbent to travel back and forth to both duty stations.

Required Skills and Experience

RECRUITMENT QUALIFICATIONS

Education:*  
Master's or Bachelor’s Degree or equivalent in International Development, International Relations, Political Science, Anthropology, Economics, Business/Public Administration or other related fields, or equivalent experience

Experience:*  
Minimum with 7 years of relevant experience for candidate with Bachelor Degree  or 3 years’ relevant experience for candidate with Master Degree  in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments. Solid experience on analytical work, programme/project development in the areas of Local Economic Development. Working  experience networking with the private sector, CSO, university will be highly desirable

Language Requirements:  
Fluency in the UN and national language of the duty station

Other Requirements:
Demonstrated strong familiarity with UNDP development projects in Indonesia.
Solid experience monitoring and producing  high quality report
Strong knowledge and experience in project management support are essential as well as ability to draft high quality report supported with graphic and statistical summaries.
Experience in monitoring, evaluation and reporting with a background and interest in the analysis of socio-economic issues and related policy matters.
Knowledge on various donor’s reporting requirements
Excellent analytical skill and advance computer skills required, knowledge of spreadsheet and database packages
Good inter-personal and team building skills.
Full time availability for project management support duties is essential.
Familiar with Government and UN/UNDP procedures would be desirable
Experience in handling of web based management systems would be highly desirable.
